City of Seattle is Hiring a Sr. Program Manager Near Seattle, WA

Seattle City Light, a department of the City of Seattle, is one of the nation’s largest municipally owned utilities in terms of the number of customers served. Over the years we have worked very hard to keep Seattle's electricity affordable, reliable, and environmentally sound. Today, City Light is a recognized national leader in energy efficiency and environmental stewardship.
 
 Customer Energy Solutions (CES) manages the longest continuously operating municipal energy conservation initiative in the country. The Solutions Design and Management unit is responsible for designing and managing our portfolio of customer-facing energy programs. We are currently hiring a TLT (Term-Limited Temporary) Sr. Program Manager to join our team.
 
The Sr. Program Manager will serve as program manager for customer-facing products and services offered to business customers within the CES portfolio. Program Managers are responsible for overlaying the CES program management and life-cycle framework onto assigned work and leading cross-functional teams to ensure that defined business goals and objectives are met. Work assignments for these positions may focus on energy-efficiency, affordability, and/or electrification programs. This position will report to the Energy Management Analyst Supervisor.Here is more about what you’ll be doing:

The candidate in this role will manage customer-facing programs in varying stages of discovery, design, build, implementation and exit. Each program manager may lead one or more cross-functional teams to execute required work across program stages. All programmatic work aligns to strategic drivers and has distinct business objectives and goals. Many of these programs are complex and/or high priority for the city. The program manager ensures that internal and external stakeholders are engaged, that design and tactics align to strategy, that appropriate decisions are vetted by management, and the programs are delivering on the intended business objectives and goals. 
 
  • Leads cross-functional teams responsible for the design, development and management of energy programs for business customers across commercial, industrial, government, institutional, and multifamily sectors. 
  • Overlays a governance framework and applies standard program-management tools to facilitate a stage-gate workflow process and to ensure consistency in design thinking and documentation. This includes preparation of business documents for decision-making and record keeping, utilizing standard tools to depict and map program components, and ensuring appropriate records are being maintained. 
  • Facilitates program design work including the completion of a design concept, business case, and final program design. Elements of this phase include standing up a matrixed team, identifying business objectives, program workstreams and contributing projects, incorporating customer research and voice of the customer, and identifying project managers. Design work often includes stakeholder engagement, vetting participant eligibility and delivery mechanisms, mapping customer journeys and internal workstreams, establishing baselines, cost estimates and value streams, project planning for buildout and launch, and identifying risks and barriers. 
  • Leads core teams in building out the program plan and associated tools necessary for program launch. This work may include establishing work procedures and policies, implementation forms or contracts, M&V and QC protocol, template workbooks, technical specifications, communication tactics, and training. The work completed in this phase represents all components necessary to deliver the program to the customer. 
  • Monitors, evaluates and reports on the effectiveness of programs in implementation phase. Monitors progress relative to achieving business objectives, targets, budgets, schedules, milestones and other performance expectations. Identifies and manages risk. Prepares monthly reports and participates in monthly program reviews to communicate program status to organizational leaders.
  • Leads implementation core teams to manage the ongoing needs of the program including identifying program enhancements or changes that address gaps or pain points, increase program effectiveness, or improves progress towards goal. 
  • Leads routine program planning to establish annual program strike zones, business goals, workplans, milestones, staffing, budgets, materials and other resources necessary for successful program deployment. 
  • Selects and manages external consultants. Establishes scope of work and selection criteria. Ensures performance, receipt of deliverables, accuracy of invoices and other related tasks through the life of the agreement. 
  • May participate in opportunity assessments which includes establishing the needs of the end-user and service providers, researching and defining programs and measures, keeping abreast of industry best practices, and identifying markets and channels. 
Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has: 

Education: Baccalaureate Degree in Energy Management, Engineering, Architecture or related discipline. 
 
Experience: Three years’ experience in professional commercial/industrial energy management analysis or related field or relevant experience. 
(Other combinations of education, training and experience will be evaluated on an individual basis for comparability). 
 
Certification/License: Washington State Driver's License or equivalent mobility.

Desired Qualifications - You will be successful if you have the following experience, skills, and abilities: 

  • Demonstrated experience and success with formal program management and life-cycle management processes.
  • Demonstrated experience leading teams in a multi-discipline matrix organization.
  • Demonstrated ability to positively influence program stakeholders and integrate the voice of the customer.
  • Demonstrated commitment to environmental and economic equity in design and delivery of services.
  • Ability to work collaboratively with very limited supervision.
  • Excellent Interpersonal skills, including the ability to maintain effective working relationships with business contacts, the public, consultants, trade ally community, and employees at all levels of the organization.
  • Experience managing technical projects, programs and/or products that involve multiple, internal and external stakeholders.
  • Strong verbal and written communication skills, including the ability to make public presentations.
  • Experience writing or facilitating the creation of business cases, program plans and similar business documents.
  • Experience soliciting for and managing large public professional services contracts.
  • Knowledge of demand-side management program tactics, design, procedures, guidelines, and rules.
  • Knowledge of applied energy management including energy efficiency, conservation, distributed generation, electrification, decarbonization and load management.
  • Certified Energy Manager.
