City of Seattle is Hiring an OT Systems Integration Supervisor Near Seattle, WA

JOB DESCRIPTION:
Seattle City Light, a department of the City of Seattle, is one of the nation’s largest municipally owned utilities in terms of the number of customers served. City electrification strategies like Seattle are upgrading power grid operations with highly available and secure computer automation to reduce carbon footprint and automation to “keep the lights on”. This position is a perfect opportunity to build a diverse base of technology skills and accomplish challenges with Operational Technology (OT). 

 The position of OT System Integration Supervisor is to manage a small team of engineers that engage with the strategic computer technologies that will modernize the SCL power grid operation with enhanced intelligence to provide automation and advanced decision support. This position will report to the Senior Manager for the Power System Automation (PSA) Unit in the Utility Technology Division.Job Responsibilities - Here is more about what you’ll be doing: 
PSA is the computer Operational Technology (OT) team that provides technical application and infrastructure support for the SCL Energy Management System (EMS) and supporting technology. The EMS is highly available and secure computer technology to communicate, monitor, control and optimize the power generation, transmission and distributions systems. Design and support of redundant control centers, communication networks, cyber security and North American Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) compliance are also managed by the PSA team.

 This position will perform as a working supervisor to the team that supports, build interfaces, reports, configure applications and integrate vendor products that implement procedures, workflow and automation with the following computer application and infrastructure technologies:
 
  • Opens System International, Inc. (EMS/SCADA)
  • OATI Energy Market (CAISO EIM) and Power Trading
  • PI and Oracle Data Historians
  • Oracle Outage Management System (OMS)
  • Linux, Windows, VMWare, Cisco
  • Tripwire, SolarWinds, Avamar, Syslog
  • Oracle, SQL Server, PostgreSQL
  • SharePoint, AssurX / CATSWeb
  • QRadar, Sophos, Tenable / Nessus
  • Future Seattle Electrification Strategy include: AMI, Micro-Grid, Renewables, Storage and Advanced Distribution Management Systems
 
The job responsibilities are outlined below and aligned with the traditional system development life cycle procedures and workflow for asset management, information protection, change management, cyber security protection and NERC CIP standards.

 
  1. Manage the day-to-day work intake and activities of a highly talented team of technologists
  • Manage budgets
  • Work intake management
  • Team progress tracking and performance management
  1. Design, development and configuration 
    • Prepare specifications 
    • System Development Life Cycle (SDLC) 
  2. Testing, deployment and documentation 
    • Prepare and execute test procedures 
    • Change management 
  3. Operation & Maintenance with users, peers and vendors 
    • Monitor, diagnose, resolve and report incidents and user issues 
    • Liaison with other operations technology providers (e.g. power plants, substation, data network communications, regulatory compliance, Seattle IT, industry vendors and consultants) 
    • Participate in 24x7 on-call rotation
 Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has: 

Education: Bachelor’s degree in computer science, engineering or a related discipline or a combination of education and experience which provides an equivalent background required to perform the work.
 
 Experience: Five (5) years of progressively responsible experience working in an Energy Management System environment, Operational Technology environment, or SCADA Systems environments, preferably in an electric utility. Recent college graduates will be considered who have a career interest in electric utility operation and have examples of completing automation type projects using Linux based platforms / Microcontrollers, communication protocols, telemetry, databases, and/or data visualization.
Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:
 
  • Management of a IT Infrastructure or Operations Technology Team 
  • Budget management
  • General understanding of IT applications, infrastructure, and integration supporting Supervisory Control and Data Acquisition (SCADA) systems
    1. Strong problem-solving and diagnostic skills
  • Effective technical skills in Linux and Windows
    1. Administration, patching, cyber security, scripting, automation, debugging
  • A proficiency in programming, scripting, workflow, and automation technologies
    1. SharePoint, MS Office, Microsoft.net, SQL, Python, XML, Java, PowerShell, VBScript or other environments including Web.
    2. Experience creating reports from large amounts of data
  • Excellent interpersonal, organizational, writing, communications, and briefing skills
    1. Requirement/design specifications, testing deployment, and incident documentation to mentor and share technical knowledge
  • Change management and regulatory compliance to deliver the complex system in mission-critical environments
    1. Organization and planning skills to manage competing priorities
    2. Persistent personal initiative to deliver high-quality and continuous improvement results
    3. Flexibility to work independently or in teams that include users, peers, vendor and consultant resources
  • Perform all work in a safe manner appropriate to the work environment.
     Experience with any of the technologies listed in the Job Responsibilities section above.
     Also, share your experience with: 
    1. Electric utility SCADA or other utility/industrial control systems 
    2. High availability 24x7 computing environments 
    3. Cyber Security o NERC Reliability/CIP Standards 
    4. IT Infrastructure with network, servers and workstations 
    5. Relational Database with Oracle, SQL Server, Sybase or others 
    6. Communication protocols (e.g., DNP3, Modbus, LG8979, SDI12, IEC60870) 
    7. RTU / SCADA equipment vendors (e.g., SEL RTAC RTU) 
    8. Consulting experience

The full salary range for this position is $51.89to $77.84 per hour.
