Santa Rosa Water delivers approximately six billion gallons of drinking water, each year, to over 53,000 customer accounts, and maintains the sanitary sewer system for over 49,000 customer accounts in Santa Rosa, serving a population of 173,000. These systems include roughly 1,200 miles of water and sewer pipelines. Santa Rosa Water also owns and operates the Regional Water Reuse System, providing wastewater treatment and water reuse for Santa Rosa and four surrounding communities. This position is responsible for the direction of the technical staff involved in the repair and maintenance of electrical equipment and infrastructure throughout the Subregional System, including the Wastewater Treatment Plant, Reclamation System, Biosolids Facility, Geysers Pipeline and Pump Stations and related City facilities. This class also provides field and office support to the Wastewater Maintenance Superintendent. This class is distinguished from electrical technician classes in that this class provides supervisory direction to accomplish the daily tasks of the section.THE SUCCESSFUL CANDIDATE:The ideal candidate will thrive in a leadership role and will be an organized, thoughtful individual who can work in a collaborative environment with an emphasis on situational awareness and public service as well as:Possess five (5) years of journeyman level experience with 2 to 3 years of supervisory or advanced leadership experience in an industrial environment regarding the maintenance and repair of Low to High voltage (up to 60,000 volts) electrical equipment and associated infrastructure.Have experience with inspecting, repairing, and maintaining high voltage power-controlling and/ electric-generating equipment (co-generation.) He or She will have knowledge of electrical principles, procedures, materials, and safety standards as set forth by NFPA and CalOSHA. Be able to read and interpret engineering and electrical plans and specifications in order to facilitate maintenance and repairs on deenergized and energized equipment, which in many cases requires knowledge of electronic principles as they pertain to electronic control circuitry and drives. Have experience and understanding of NFPA and CalOSHA requirements regarding the completion of Job Safety Plans / Assessments, Energized Work Permits, lock out tag out procedures and pre-job meetings. This includes the ability to articulate and document the procedures to perform such work. Required Qualifications Knowledge of: Methods, materials, tools, equipment, and practices used in the installation, maintenance, and repair of electrical and electronic devices; electronics and electricity as related to public building operations and associated equipment; standard electronic test equipment; occupational hazards and safety precautions related to the work; principles and practices of supervising, training, and evaluating personnel. Ability to: Interpret and work from sketches, penciled layouts and blueprints, and prepare plans for minor projects; plan, organize, assign, and schedule the work of a varied staff of employees; maintain records and prepare reports; communicate clearly and concisely, orally and in writing; provide effective training, supervision and evaluation of assigned personnel. Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience – Sufficient experience in electrical systems installation, maintenance, and repair to demonstrate possession of the knowledge and abilities listed above, preferably including some supervisory or lead experience. Education – Equivalent to completion of the twelfth grade supplemented by technical courses in electrical technology.License and Certifications:This classification requires the use of a personal or City vehicle while conducting City business. In order to drive, individuals must be physically capable of operating the vehicles safely and must possess, prior to completion of the probationary period and thereafter maintain throughout employment, a valid California Class A commercial motor vehicle operator's license and a current medical examiner's certificate. Level I certification from the International Municipal Signal Association (IMSA) is also required and must be obtained within one (1) year of employment. Possession of IMSA Level II Field certification is highly desirable.Driving Standard:Applicants must meet the City of Santa Rosa Driving History Standard for this position. Additional Information Incumbents in this classification are required to use common hand tools such as hammers, saws, and screwdrivers; make precise arm-hand positioning movements when working with electrical hand tools, for example, when using a socket wrench on overhead luminaries; climb ladders or steps to reach objects; safely climb down into confined spaces below ground such as electrical vaults underneath sidewalk; make continuous, repetitive arm-hand movements when working with screwdrivers or tightening or loosening lamps and photocells; coordinate movement of more than one limb simultaneously and make fine, highly controlled muscular movements while operating equipment used to set such items as street light poles; bend and stoop repeatedly or continually over time when working in electrical panels or picking up cones; work in a variety of weather conditions with exposure when working on street light system; observe or monitor such items as electrical meters and truck hydraulic lifts for compliance with safety standards; make skillful, controlled manipulations of small objects when connecting bolts on breakers to live panels or working with fuses; use arms above shoulder level when installing overhead conduit or fixtures; work in small, cramped areas when working in a bucket or with panels that are difficult to access; work while standing on extension ladders or lift trucks at heights greater than 25 feet, such as when servicing or repairing street lights; hear alarms and other auditory warning devices such as vehicle back-up bells or electrical panel audible alarms; use stomach and lower back muscles to support the body when lifting heavy electrical equipment during installation, or when climbing in and out of the truck cab or bucket; walk over rough, uneven or rock surfaces to access work sites in City parks; move electrical components or fixtures weighing up to 50 pounds short distances; discriminate among colors or match colors of electrical wires; communicate orally both face-to-face and using a telephone when receiving or communicating status of work assignments; and sit for extended periods of time with the ability to move about at will when working on ground level electrical facilities. In emergencies, the Supervising Electrical Technician may be subject to call-out and, on a voluntary rotating basis, may be on-call 24 hours a day for a one week assignment; work for extended periods at a computer work station with the ability to move around at will; perform work in vehicle traffic lanes.Selection Process: Applicants possessing the most desirable qualifications based on a screening of the application materials, including a supplemental questionnaire, will be invited to continue in the selection process that will consist of an application screening, an oral appraisal interview, and may include a written examination, an assessment center, or other activity selected by the Human Resources Department.
