JOB SUMMARY
Under minimal supervision, perform installation, testing and maintenance activities for Electric Utility communications, relaying, measurement, and monitoring and control equipment installed and associated with the operation of the Electric Utility.
 ESSENTIAL FUNCTIONS
  1. Installs, enhances, troubleshoots, tests, calibrates, and repairs systems and/or equipment including supervisory control and data acquisition, substation controls, and distribution automation.
  2. Performs and oversees the maintenance, inspection, and testing of medium voltage electrical distribution and substation electrical equipment (e.g. power cables, circuit breakers, transformers, OCBs, switches, motors, meters, relays, remote terminal units, relay communications systems, fault recording systems, and fault locating systems, etc.) in accordance with established reliability programs. Analyzes and enhances the effectiveness of the reliability programs.
  3. Configures intelligent electronic devices for electric system automation (e.g. protective relays, solid state meters, remote terminal units, etc.) using applicable manufacturer's software.
  4. Assists with engineering design changes.
  5. Utilizes the distribution mapping system for research and corrections.
  6. Uses various electrician hand tools (e.g. screwdrivers, pliers, wire cutters, etc.).
  7. Configures and tests protective relays. Configures and tests electronic measuring systems.
  8. Performs trip checks, point-to-point checks, circuit analysis, and in-service checks of substation equipment.
  9. Maintains documentation for all systems.
  10. Provides technical support for distribution maintenance and operation, engineering and design, and metering divisions as needed.
  11. Monitors the distribution system to ensure proper, reliable operations within the Utility's established policies, procedures, and regulations.
  12. Performs other routine and/or specialized duties relative to area of assignment as required.
  13. Miscellaneous: Attends meetings, training sessions, and/or workshops.
MINIMUM REQUIREMENTS
  1. High School Diploma or equivalent is required.
  2. Five (5) years' experience in power system protection, control, or related electric utility systems.
  3. One year of full-time experience may be substituted by thirty (30) semester hours (one year) from an accredited college or university with a maximum substitution of two years.
  4. Must possess a valid Texas Class (C) Driver's License with an acceptable driving record or be able to obtain one within ninety (90) days.
  5. Must be able to respond to night and weekend on-call duty with response time of no more than sixty (60) minutes to the City limits.
  6. Ability to utilize programs such as Microsoft Outlook, Excel, and Word.
  7. Proficiency with schematics, blueprints, cable schedules, wire diagrams, one-lines.
  8. Proficiency with various manufacturers' software packages to operate electronic test equipment.
  9. Knowledge of troubleshooting processes.
  10. Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data, or processing information.
  11. Knowledge of utility communication, relaying, and monitoring and control systems. Knowledge of applicable processes, techniques, and methods.
PREFERRED QUALIFICATIONS
  1. Knowledge of Federal, State, and Local laws and ordinances.
  2. Knowledge of Electric Utility and City policies and procedures.

PHYSICAL DEMANDS AND WORKING CONDITIONS
  1. Physical requirements include lifting up to 40 pounds occasionally.
  2. Subject to sitting, handling, fine dexterity, vision, hearing, and talking frequently; standing, walking, lifting, carrying, pushing/pulling, reaching, climbing, and balancing occasionally; bending, twisting, and foot controls rarely.
  3. Working conditions involves sitting for extended periods of time.
  4. Working conditions occasionally involves being outside for extended periods of time.
