JOB SUMMARY

JOB SUMMARY
Responsible for performing plans reviews and inspection of construction projects for compliance with adopted building codes including: electrical, plumbing, fire and mechanical codes; as well as, city ordinances and state laws. The main goal of this position is to protect the health and safety of the community with emphasis on electrical systems. Works under the direction of the Chief Building Official.

ESSENTIAL FUNCTIONS AND DECISION MAKING

ESSENTIAL FUNCTIONS

  • Conducts inspection and documentation of Residential and Commercial Construction Projects:
    • Conducts field inspections of building, plumbing, electrical and mechanical systems for compliance with appropriate codes, regulations and approved plans/specifications.
    • Inspects alterations and additions to existing buildings to ensure conformity with approved building codes.
    • Specializes in advanced and complex electrical inspection.
    • Through Inspection Anywhere web-based system, tracks and maintains data and detailed results on completed inspections, complaints and violations.
  • Completes Residential and Commercial Building Plan Review with emphasis in Electrical:
    • Through the MyPermitNow web-based system, evaluates and completes construction plans/specifications for compliance with city, state and federal codes, including, but not limited to, the international building codes.
    • Reviews various records and documentation relating to plan review, e.g., construction plans and specifications, drawings, schematics, diagrams, and standard codes.
    • Assists and advises the general public (architects, contractors, developers, engineers, homeowners, etc.) and other City departments in matters relating to building construction and code requirements.
    • Works collaboratively to provide technical assistance to other department and division staff regarding code interpretation, permitting functions, inspection requirements, and construction specifications.
    • Receives, responds and provides resolution to inquiries and concerns from contractors, the general public, the business community, and other departments regarding department and division related issues.
    • Identifies and interprets non-compliance concerns in plans and specifications; specifies plans or actions necessary to bring plans into regulatory compliance.
    • Coordinates work and projects with other departments and outside agencies where applicable, e.g., permit processing staff, construction inspectors, and contractors.
    • Maintains current knowledge of issues, trends and developments in regulatory standards and building code requirements governing the construction industry.
  • Assists the Building Official with implementing City and departmental policies and procedures, coordinating training and adopting amendments of construction codes.
  • Participates in continuing education, professional development and building trade organizations as approved by the Chief Building Official.
  • Miscellaneous:
    • Performs related duties as directed by the Chief Building Official.
    • May be called out for after hour or emergency inspections.
    • May be required to testify in court regarding violations.
DECISION MAKING
  • Ability to understand and successfully contribute to the building permit process.
  • Ability to exercise balanced judgment in evaluating situations and in making decisions.
  • Ability to draw sound conclusions from prepared analysis and recommend code changes.

MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications)

MINIMUM REQUIREMENTS

  • High School Diploma or equivalent required.
  • Master Electrician License is required.
  • Five (5) years directly related experience in building inspection or seven years of experience in electrical construction or building trades including reading construction plans.
  • Texas State Plumbing Inspector License required or achievement of, as a term of employment, the ability to obtain within two years.
  • Valid Driver's License with an acceptable driving record is required.
PREFERRED QUALIFICATIONS
  • International Code Council (ICC) certification as Residential and Commercial Electrical Inspector - must hold both licenses or be able to obtain the certificate within one (1) year of employment as a condition of continued employment.
  • Previous experience in reviewing building plans is highly preferred.
  • Texas State Plumbing Inspector License is highly preferred.
  • Two (2) years of college or technical training in construction, blue print reading, architecture or a related field is preferred.

  • Performs electrical calculations, determines square footage, height in area, setbacks, sizing of pipe, determine occupancy requirements and load as required for plan review.
  • Performs abstract reasoning to analyze information gathered from inspection and determine code violation; interpret code and apply to specific situations.
  • Good verbal communication skills to deal effectively with the public and other professionals.
  • Ability to establish and maintain effective working relationships with internal and external customers as well as public officials.
  • Ability to enforce codes and ordinances firmly, tactfully and impartially.
  • Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with minimal direction.
PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical requirements include lifting up to 50 pounds frequently and the ability to navigate multistory stairways at construction sites. Subject to vision constantly; standing, sitting, walking, lifting, carrying, handling, fine dexterity, hearing and talking; pushing/pulling, reaching, kneeling, crouching, crawling, bending, twisting, climbing, balancing and foot controls frequently.
Working conditions involve work inside/outside during all types of weather; in extreme temperatures, in attics; during mechanical inspections, mechanical room temperature can be below 0 degrees in freezer unit or above 100 degrees in unconditioned space; potential for exposure to hazards such as paint and solvent sprays, asbestos, carbon monoxide, freon, dust, fiberglass, paint, methane gas; scaffolding; electrical hazards from high voltage and energized wire; high noise level around heavy equipment, compressors, mechanical rooms and saws; eye hazards around welding.
