City of San Juan Texas is Hiring a Crew Leader Near San Juan, TX

HOURLY: $13.39JOB OBJECTIVE:Under general supervision of the Director and/or Supervisor. Occasionally prepares simple reports and records. Several decisions are made weekly requiring some interpretations and judgments. Position renders simple public services several times a week. The position is distinguished from other classes by its supervisory responsibility of the utility meter reader function.

ESSENTIAL JOB FUNCTIONS:

  1. Supervises two (2) Meter Readers and reports directly to the Utility Billing Supervisor.
  2. Keeps daily records of assigned meter routes and makes reports of all meter reading activities.
  3. Complete all service orders as assigned.
  4. Operates City vehicles in a safe manner; verifies, during pre-trip inspection, that the vehicle is in good operational shape.
  5. Spot check water meter reading results and performs rereads, if necessary. Verifies unusually high or low meter readings by testing the meters, and reports unusual situations to the supervisor.
  6. Reviews discovered anomalies created by Meter Readers and reports to the supervisor on conditions, including but not limited to, service theft, stopped meters, meters needing maintenance and hazardous conditions.
  7. Ensures that assigned Meter Readers follow established safety guidelines regarding logs, access to meters, personal safety, and hazardous conditions.
  8. Effectively communicates with supervisor and other staff.
  9. Adheres to City and departmental policies and code of conduct and ensures that assigned staff does as well.
  10. Oversees maintenance activities associated with the reading of water meters.
  11. Assists in evaluating performance of probationary and regular crew members.
  12. Trains new employees in all field duties including safety procedures and operation of hand-held devices.
  13. Obtain quotes for new meters and maintain accurate inventory records of all supplies for the Meter Reading Division.
  14. Provides professional, polite and courteous customer service and interaction; refers customer inquiries and complaints to the appropriate department.
  15. Attends work on regular basis and on a timely manner.
  16. Performs all duties of a Meter Reader in their absence or as needed.
  17. Brings employee performance issues to the attention of Supervisor.
  18. May be responsible for enforcing the drug policy.
  19. May be required to supervise employees designated as performing “safety sensitive” functions, for purposes of Drug Free Workplace Program, depending on job assignment and work location.
  20. Performs other duties as assigned.

EQUIPMENT/MATERIALS:Computer, hand held reader and two-way radio.

WORKING CONDITIONS/PHYSICAL DEMANDS:
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions. Work requires physical strength and agility sufficient to safely perform all essential job functions including the ability to lift, push, and pull up to fifty pounds without assistance. Work requires the use of personal protective equipment including eye and foot protection. Must be able to ascend and descend ladders and stairs from a height of 25 feet. Must have cognitive ability to recognize risk factors associated with physical surroundings, including but not limited to, unsafe walking surface conditions (slippery, low friction or rough surfaces, changes in surface conditions), level changes (uneven surfaces, non-uniform steps and ramps) and external conditions (poor lighting, inclement weather, physical obstructions) and to determine appropriate risk abatement actions. Work involves extended periods of walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, handling, sitting, pushing, and pulling. Required to work overtime, irregular hours, or shifts. Work requires performance of tasks outdoors under varying climatic conditions. Work may require exposure to hazardous conditions and noxious chemicals. Work will require exposure to domestic animals and wildlife during the performance of job duties.

EDUCATION/SKILLS REQUIRED:
Requires a high school diploma or GED equivalent with two (2) years of experience. Valid Texas drivers’ license with a satisfactory driving record. Knowledge of water meter reading practices, considerable knowledge of City of San Juan geography, considerable knowledge of and ability to operate, maintain, and test the meter reading systems, basic knowledge of principles of effective supervision, ability to plan and supervise work of others, ability to keep records and make reports, ability to perform basic arithmetic calculations, ability to work effectively with coworkers and the general public, ability to communicate effectively, and ability to work under pressure to meet departmental goals and deadlines. Must also be computer literate. Preferred Qualifications: Bilingual (English/Spanish).
