City of San Angelo Texas is Hiring an ACCOUNTANT (GENERAL) Near San Angelo, TX

Position will be open until filled.

GENERAL PURPOSE: Performs a variety of highly skilled accounting functions on behalf of the City's Finance Department; reconciles assigned City funds and bank accounts; compiles and analyzes financial data; prepares a variety of financial records and reports; responds to accounting inquiries from City departments; provides technical support in relation to the City's financial software system; and performs other related duties as assigned.

PRIMARY DUTIES AND RESPONSIBILITIES:

  • Produces journal entries and other entries required for monthly and annual accounting period(s) closing.
  • Researches and prepares general ledger information, history, and projections for the Director of Finance, Assistant City Managers, and City Manager.
  • Compiles, analyzes, and verifies the accuracy and completeness of financial data.
  • Responds to a variety of accounting inquiries from City departments and personnel including but not limited to accounts, transaction activities, and/or other finance matters.
  • Prepares schedules for and provides responses to inquiries by the external audit firm in support of the City's annual financial statement audit.
  • Prepares information and reports required for the generation of the Comprehensive Annual Financial Report (CAFR).
  • Participates in the adoption and implementation of future GASB pronouncements.
  • Reconciles cash accounts with bank statements for various Combined Funds, the City's Payroll bank account, and the COSA Development Corporation bank accounts.
  • Compiles and analyzes information related to grants, verifies requests for grant assistance, prepares related documentation, and requests reimbursement for various grants.
  • Prepares and maintains a variety of financial records for the City including monthly accounting reports, grant reimbursements, bank reconciliations, capital asset records, fire retirement records, and other special reports.
  • Prepares and files and sales tax related reports to federal and state agencies.
  • Provides technical support and training to City personnel regarding the City's financial software system.
  • Performs payroll, accounts payable, and/or accounts receivable duties as assigned or required.
  • Hours: Monday-Friday 8:00 am - 5:00 pm
  • Regular and timely attendance is required.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor's Degree in Accounting, Finance, Business Administration, or related field; and four years' general fund accounting and bank reconciliation experience; or an equivalent combination of education and experience.

Required Licenses or Certifications:

  • Must possess a valid Texas Driver License with a good driving record.
  • Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure.

Required Knowledge of:

  • Finance operations, policies, and procedures.
  • Principles and practices of accounting.
  • Regulations and standards governing municipal fund accounting activities.
  • Accounting records, reports, and documentation.
  • Automated financial systems and software.

Required Skill in:

  • Coordinating and performing a variety of highly skilled accounting functions.
  • Reconciling accounts and compiling and analyzing financial data.
  • Preparing and maintaining a variety of financial records, reports, and documentation.
  • Providing technical support and training in relation to the City's financial software system.
  • Establishing and maintaining cooperative working relationships with other staff, City departments, outside agencies, and the general public.

Physical Demands / Work Environment:

  • Work is performed in a standard office environment.
