Job Summary

The City of Salem is hiring for a Water Distribution Field Supervisor II and in search of a talented individual to join our team! Support our employees and community in providing safe drinking water. Supervise staff in the operations and maintenance of the city’s water distribution system, which includes approximately 780 miles of water mains, 55,325 water services, 21,500 valves, 5,360 fire hydrants, 52,000 water meters, and 975 fire services.
What you will do:
  • Plan, organize, schedule, train, evaluate, and inspect the work of subordinates.
  • Plan, coordinate, and administer all aspects of the assigned program(s) operations, assessing current program or system status, determining maintenance or growth needs of systems, and working with agencies, community partners, or other stakeholders as required.
  • Prepare and develop professional correspondence, reports, policies, procedures, or guidelines that range from routine to highly technical, regulatory, or statistical reporting for citizens, regulators, agencies, elected officials, managers, peers, and subordinates.
  • Assist with the preparation and monitoring of program area(s) annual budget(s).
  • Respond to citizen inquiries/complaints, represent the City to committees or at public meetings to provide information on program compliance, funding, policies, status of maintenance and public improvements, provide technical expertise, and/or issue citations depending on area of assignment.
  • Analyze existing condition of elements of infrastructure and/or program operations to determine most appropriate methods of resolving complex maintenance, compliance issues or system repairs.
  • Communicate changes in programs, procedures or focus with subordinates.
  • Ensure safe working conditions including public safety and proper handling of equipment in work areas.
  • Utilize technical knowledge and provide expertise to solve program(s) operations, systems, maintenance, repair, or policy and procedural development.

What are the minimum qualifications?
  • Associate degree from an accredited college or university in a related field to program assignment (i.e., biology, business management, engineering, environmental sciences, etc.), and four years of supervisory experience in operation and maintenance of water distribution systems, including water main and services, valves, control valves, and fire hydrants, or any combination of education, experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
  • Must pass the pre-employment background check and drug test (including marijuana).
  • Must have an Oregon driver's license and a driving record that meets the City of Salem's driving standards.
  • Must possess Oregon Water Distribution Operator Grade III Certification at the time of hire, or the ability to obtain through reciprocity within 60 days of hire, and obtain a Water Distribution Operator Grade IV within one year.
