City of Rowlett is Hiring a Purchasing Manager Near Rowlett, TX

Hiring Range:$85,894 - $96,630Full Pay Range: $85,894 - $128,840 
Work Schedule: Tuesday - Friday, 7:30am - 5:30pm 3-day weekends Saturday - Monday

Position Overview: 
Under general direction of the Director of Financial Services, the Purchasing Manager will lead the City’s Purchasing division through developing, monitoring, evaluating, planning, and coordinating the services and programs of the City’s procurement. As an integral part of the City’s management and ongoing decision-making team, the Purchasing Manager will review all agenda items for City Council approval and work directly with all levels of the organization to ensure procurement compliance, reporting, and financial stewardship to the community. This role directly supervises one Purchasing Agent and performs other related duties as assigned.The Purchasing Manager develops, implements, oversees, and ensures statutory and organizational compliance with the best procurement methods necessary for preparation of complex, informal, best value bids, and other procurement options. They advise user departments to determine the best method of procurement for potential purchases, such as quotes, cooperative purchasing, competitive bids, best value, or lowest responsible bidder, RFP’s, and the like, and recommend and establish City-wide consolidation when appropriate. Coordinating all competitive bidding and procurement documents (specifications) for purchases, including highly complex bid documents involving technical items and equipment, and reviewing City Council agenda items for procurement compliance is all part of the Purchasing Manager’s job.Bachelor’s degree in Business or related area and five years progressively responsible purchasing experience required. Experience should include one year of buying experience in an established municipal procurement operation and two years of supervisory experience. An equivalent combination of related education and experience will be considered. Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.
Must possess a nationally recognized Purchasing certification, CPM or CPPO certification preferred.
