 Hiring Range: $98,317 - $110,606
 Full Pay Range: $98,317 - $147,475
 
 Work Schedule: Monday - Thursday 7:30am - 5:30pm
 3-day weekends Friday - Sunday

Position Overview:
Under supervision of the Director of Economic and Community Engagement, the Assistant Director of Parks & Recreation is responsible for the operation, planning, administration, and financial management of the Parks and Recreation Department. This position has oversight of recreational facilities, including an aquatic facility and recreation center, department staff, and the day-to-day activities within the Recreation and Athletics/Aquatics divisions of the Parks & Recreation Department.
The Assistant Director collaborates with various departments, external entities, and the public to coordinate activities effectively in addition to serving as the primary liaison between all Parks and Recreation related boards. This position assists the Director of Economic and Community Engagement in budget preparation, ensuring adherence to city regulations, and oversees financial sustainability efforts within the department. This position performs a variety of administrative and professional duties, including:
  • Development and implementation of long-range and short-term goals
  • Supervision of Recreation and Athletics/Aquatics programs and services 
  • Selection, training, appraisal, and supervision of full-time and part-time employees 
  • Collaboration with Public Works on administration of maintenance operations of landscape and grounds, parks and facilities, as well as preventive maintenance plans and capital asset depreciation and replacement schedules 
  • Analyze and revise programs, as needed, to ensure program and activity offerings meet the needs and desires of the full community
  • Develops departmental policies by working with Parks & Recreation supervisors, designing and implementing policies and providing oversight on policy adoption and efficiency 
  • Preparation, allocation, and oversight of the annual departmental budget 
  • Recommends charges for fee-based programs based on cost recovery goals 
  • Serves as Staff Liaison to all Parks and Recreation related boards
  • Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the public
  • Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.
Bachelor's degree from an accredited college or university in Public Administration, Business Administration, or related field. Master's Degree preferred. Six years progressively responsible work experience in the public administration field, including three years supervising a division of parks and recreation or an equivalent combination of education and experience. Diverse background experience in parks maintenance operations, aquatics, athletics and recreation preferred.A valid Driver's License is required and ability to maintain city driving standards in accordance with the driver standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee pursuant to city policy.
Certified Parks and Recreation Professional must be obtained within one year of hire. Must be able to work evenings, weekends, and holidays as necessary depending on program schedules.
