SUMMARY: This is a responsible journeyman-level position working in the installation, repair and maintenance of the City's traffic control system and mechanical and electronic controlling devices. Responsibility includes the maintenance of parking lot lighting and other special lighting at City facilities. Coordination with City sponsored special events for electrical needs.

Work is performed in accordance with standard electrical and electronic trades practices.

Employees in this class are expected to continually increase their skill in solving electrical and electronic problems within the traffic control system and are expected to make decisions and exercise discretion in the application of proper repair and maintenance techniques. Work requires some pre-employment education and training in electronics as well as practical experience. Employees in this class will exercise supervisory responsibility over a small number of subordinate helpers or apprentices. Employees in this class usually work on troubleshooting, repair and maintenance assignments receiving only general supervision and general direction from the City Engineer. Work is reviewed primarily through an analysis of the timeliness of repairs and the cost involved in maintaining the traffic control system. Work does involve some elements of personal danger in working at heights and on electrical equipment. Coordination with NMDOT traffic signal units and departments will be required. Adhere to minimum testing, calibration and maintenance of traffic signals to NMDOT and industry standards.

This position requires the employee to be on call on a weekly rotational schedule. This is to address traffic light issues, police department needs, and other as required. You are on call every other week.

Typical Examples of Work Performed

  • Performs routine maintenance, troubleshoots, identifies and corrects problems in the City's traffic control system including both mechanical and modern, programmable, and solid- state controllers.
  • Overhauls and rebuilds mechanical controllers.
  • Installs and wires new controllers and signal mechanisms, directs, and participates in the replacing of light bulbs in traffic signals, cleaning lenses and reflectors. Runs tests on electrical and related electronic equipment and replaces defective parts.
  • Operates bucket truck in the maintenance of the signal system and in performing related tasks requiring high reach capabilities.
  • Maintains daily detailed records and logs of time spent and equipment used, purchases parts and supplies

as required.

  • Will be required to perform all tasks outlined in the class Traffic Signal Electrician in the absence of the Electrician.
  • Set up and tear down of special event lighting such as Christmas ornaments on Main St., flags for special holidays and such.
  • Coordinate electrical needs for City sponsored events.
  • Maintains payroll, sick leave and vacation records.
  • Responds to police department traffic camera video requests at any time as required.
  • Work outside of the Special Electronics Department will be coordinated through the City Engineer.
  • May drive City vehicles.
  • Performs related work as required.

Knowledges. Skills and Abilities

  • Considerable knowledge of the practice, materials and tools of the electrical trade. Considerable knowledge of electrical theory and principles.
  • Considerable knowledge of electronic theory and principles.
  • Working skill in locating and adjusting defects in electrical systems and equipment. Skill in the use and care of tools and equipment of the electrical and lineman trades. Ability to climb and work at various heights.
  • Ability to learn to repair mechanical and electronic traffic controllers.
  • Ability to understand and follow instructions and to read and interpret electrical sketches and diagrams.
  • Considerable ability to learn and observe proper electrical safety precautions.
  • Ability to supervise the work of subordinate helpers or apprentice. Ability to drive City vehicles safely and efficiently.
  • Ability to establish and maintain effective working relationships with fellow employees and the

general public.

  • Obtain and maintain Traffic Signal Certifications as training opportunities are available.
  • Must attend bucket truck training and safety protocol.
  • Must attend mandatory City Safety/Purchasing/Other training.
  • Responsible for procurement and record keeping of all Department expenses.
  • Maintain current inventory of spare parts required for this department.
  • Other duties as may be required by the City Engineer.

Minimum Requirements of Education and Experience

Graduation from a standard senior or vocational high school or the equivalent, and satisfactory completion of at least two (two) years of formalized technical training in electronics which includes course work in electronic circuitry trouble-shooting and repair of electronic controlling devices. Two (2) years' progressively responsible experience as a technician in the trouble-shooting, maintenance, and repair of electronic circuitry and electronic controlling devices preferably in an electronically controlled traffic control system.

Necessary Special Requirements

Must be able to take after hours, weekends, and holidays standby either scheduled or as emergency call back on rotational basis. (Typically, every other week)

Must be able to obtain International Municipal Signal Association Level 1 Traffic Signal Technician within 12 months.

Must be able to obtain International Municipal Signal Association Level 2 Traffic Signal Technician within 18 months.

Must possess, or acquire within six months of hire date, and maintain a valid journeyman electrician's certificate (EE-98J) issued by the State of New Mexico. An EE-98 license would be preferred.

LICENSE AND CERTIFICATION REQUIREMENTS:

Must possess and maintain a valid Class D driver’s license issued by the State of New Mexico and car insurance.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

  • Work is performed in a standard office environment.
  • Able to handle lifting of up to 50 pounds.
  • Subject to vision constantly; standing, sitting, walking, handling, fine dexterity, hearing and talking frequently.
  • Lifting, carrying, pushing/pulling, reaching, kneeling, crouching, bending, climbing, balancing and foot controls occasionally.
  • Crawling and twisting rarely.
  • Working conditions involve exposure to variable and/or extreme weather conditions, machinery with moving parts, electrical currents, hazardous chemicals, and infectious diseases. Utilizing personal protective equipment as required.
  • Work will be in bucket truck at heights up to 30 feet. Fear of heights could be an issue.
  • Will be required to respond to calls in any weather or disaster scenario.

PRE-EMPLOYMENT REQUIREMENTS:

  • Must be able to pass a rigid background investigation including work history, criminal records, driving records and other records deemed necessary.
  • Must pass a post-offer, pre-employment drug screen administered by a City-designated facility.

CONDITIONS OF CONTINUED EMPLOYMENT:

Incumbents and candidates must have and maintain a satisfactory driving record and insurability in accordance with the City’s insurance carrier.
