Nature of Work

Under the direction of the Manager of Housing & Neighborhood Services this role is responsible for facilitating housing projects and programs, administering loan programs, analyzing and administering housing policies, securing funding, and implementing communication and engagement strategies.

Rate of Pay :

$26.12 per hour with advancement to $32.72 per hour.

Limited Term Appointment

This is a limited-term position that is available until December 31, 2024 and is contingent upon the availability of allocated funds, as well as favorable performance by the incumbent.

At the end of this time, the position will be eliminated unless the City elects ongoing continuation.

DUTIES AND RESPONSIBILITIES

The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment or location.

  • Assist with a variety of housing projects and sites in the City of Rochester
  • Review sites plans for compliance with environmental laws and regulations.
  • Prepare documents for the execution of environmental reviews.
  • Administers home ownership creation program.
  • Complete third party income verifications for applicants of single family rehabilitation loan programs.
  • Assist with administrative tasks related to the Community Development Block Grant
  • Prepare funding applications, ensure compliance, and administer programs that support housing initiatives.
  • Prepare reports for City leadership including boards and city council.
  • Assist staff with analysis, data editing, map creation and web application updates.
  • Customer Service
  • Answer incoming telephone calls and electronic communications to resolve customer needs and / or direct customers to appropriate teammates as necessary.
  • Organizes special community development events and develops supporting marketing, communication, and education strategies.

Perform other duties as assigned or necessary.

Essential Functions

MINIMUM QUALIFICATIONS

Education and Experience

A high school diploma AND one year of employment experience

Desirable Qualifications

  • Strong organizational, customer service, and communication skills
  • Experience with income verification
  • Experience with environmental review compliance

Knowledge of : office practices and procedures; accounting practices and procedures; payroll processing; data entry operations, applications, and software including all Microsoft Office programs, Acela, and Laserfiche;

grammar, spelling, punctuation, vocabulary, and sentence structure; and local ordinances related to zoning, building, and land use development codes.

Skill in : communicating with customers through various mediums; the use of simple accounting; the use of standard office equipment;

providing excellent customer service in a professional manner; and effectively interacting with teammates, departments, management, outside agencies and the general public.

  • Ability to : handle frequent interruptions; present a positive image of the agency; communicate effectively both orally and in writing with internal and external customers;
