City of Roanoke, Virginia is Hiring a Maintenance Technician IV - Stormwater Utility CCTV Crew Lead Near Courtland, VA

The City of Roanoke is seeking Stormwater Crew Lead to supervise and/or participate in the work of a crew responsible for Stormwater maintenance and asset inventory.Includes supervision of approximately 3-5 field operations staff as well and various division contracts. Supervision to include assigning and directing the work of a diverse team of maintenance workers and technicians on stormwater projects. Must coordinate and maintain daily work schedules and track job progress, inspect work sites and enforce all safety standards including work zone safety. Must have excellent problem solving, decision making, verbal and written skills, and leadership ability focused upon passion, respect, and teamwork that also results in successful project completion. Ability to use computer software such as Microsoft Office Suite and various Stormwater related programs and software, to include but not limited to QAlert, WinCan, ArcGIS, and VueWorks. Experience with combination cleaning vehicle/equipment use is required (vacuum and jetting). Position is responsible for supervision of CCTV crews and data downloads of survey information into WinCan data collection system including GIS updates. General knowledge of construction site layout techniques and use of a builder’s level is a plus. Ability to read and understand construction drawings/sketches is a plus. Coordinates with other department operational and technical personnel in the performance of assigned tasks. The ability to operate various heavy and light construction equipment is a plus. Position will assist with City wide snow removal efforts and with special events and other emergency tasks, including some nights and weekends, as needed. Must possess a current, valid Virginia CDL B driver's permit with tanker endorsement (N). Must possess current VDOT flagging and work area protection certifications or obtain them within 6 months of hire. The employee must regularly lift and/or move up to 50 pounds with assistance of another employee. Completion of other tasks and jobs supporting the division may be assigned.

SUMMARY 
Supervises and participates in the work of a crew engaged in highly skilled maintenance, and construction activities. Performs work in multiple skilled trades.
ESSENTIAL DUTIES AND RESPONSIBILITIES may include the following depending on area of assignment. Other duties may be assigned.
Assigns and supervises the work of maintenance workers and technicians
Discusses job requirements with and receives detailed instruction from supervisor
Inspects work in progress to assure conformance with instructions
Requisitions necessary equipment and materials
Maintains time and material records and prepares simple reports
Performs or assists in performing more difficult or skilled tasks
May perform inspection of playgrounds and associated equipment
Performs minor repair of buildings, doors, windows and floors, locks, cabinets, and similar items
Makes repairs and renovations to fields and grounds including mowing, mulching, aeration, grading, seeding, and sodding
Coordinates with other department operational and technical personnel in the performance of assigned tasks
Diagnoses, adjusts, repairs and services the full range of power-driven equipment used by the City including diesel or gasoline engine equipment, air compressors, pump apparatus and aerial truck hydraulic systems.
Coordinates with and advises the public on daily or emergency functions
Performs trades work in multiple assigned areas at a Master level such as motor equipment repair, welding, carpentry, HVAC, electrical, and plumbing
Operates heavy and light equipment in snow removal
Assists with special events, snow removal and other emergency tasks, including some nights and weekends, as needed
Knowledge of pertinent rules and regulations, guidelines, safety orders, departmental operating procedures and safety regulations sufficient to insure that work is performed in compliance with applicable law. 
Enforces sound safety and housekeeping practices.
Follows safety rules/procedures; avoid known hazards in the work environment.
Reviews safety procedures before beginning each job with known hazards.
Safety first. Places avoidance of injury or property damage above all other job requirements.
Follows established safety procedures.
May be required to wear some type of respiratory protection in the performance of their duties.
SUPERVISORY RESPONSIBILITIES 
Supervises a work crew in maintenance and construction operations within assigned department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.QUALIFICATIONS

EDUCATION and/or EXPERIENCE 
High school diploma or general education degree (GED) and three to five years experience and/or training in trades area assigned or equivalent combination of education and experience.LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to communicate effectively orally and in writing.
REASONING ABILITY 
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
CERTIFICATES, LICENSES, REGISTRATIONS 
Depending on area of assignment, may require possession of an appropriate class A, B or C commercial driver's license. May require master-level licensure in an area of skilled trades. May require registered technician license and Certified Fertilizer Applicator certification. May be required to qualify for certification as a State Inspector.
