Building Plans Examiner (I or II)The City of Roanoke’s Building Safety Team is looking to hire a Building Plans Examiner I or II. The Building Plans Examiner position reviews building plans and proposed construction (new and existing) for compliance with legal standards and provides technical assistance through customer service as part of the permitting process. The position level that the selected candidate will be classified as (Building Plans Examiner I or II) will be commensurate to the candidate’s level of experience and education. This is a career ladder position with opportunity for promotion upon gaining additional certifications required to perform more complex plan review. Ideal Candidates either already possess the experience and certifications necessary to perform the work OR have demonstrated general experience, attitude and willingness to work toward the necessary State-mandated training and certifications for Building Plans Examination. The City of Roanoke covers the cost of all required training and certifications for this position.
The Building Plans Examiner I or II performs work under the general supervision of the Deputy Building Commissioner.
THE IDEAL CANDIDATE
Building Plans Examiner I must already have or obtain the following plan review certification(s) through ICC and/or the State of Virginia within 18 months of employment:
- Residential Building Review
Building Plans Examiner II must already have or obtain the following plan review certifications through ICC and/or the State of Virginia within 36 months of employment or as soon as practicable:
- Residential Building Review
- Commercial Building Review
- Commercial Plumbing Review
- Commercial Mechanical Review
- Commercial Electrical Review
- Fire Protection
EXAMPLES OF DUTIES:SUMMARY
The Building Plans Examiner position reviews building plans and proposed construction (new and existing) for compliance with legal standards and provides customer service as part of the permitting process.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned
- Reviews building plans on all new construction, additions and alterations of buildings and structures including one & two family dwellings and commercial sites for compliance with all City and State codes and ordinances.
- Reviews building plans as part of the application and review process leading to the issuance of a construction permit for compliance with building and zoning code requirements and for application of safe construction design.
- Examines plans, specifications and materials for compliance with current code requirements.
- Provides technical assistance to both external and internal stakeholders in the permitting process by consulting with architects, engineers and the general public through professional and responsive customer service and teamwork.
- Stays abreast of new materials and building methods by attending seminars and lectures as new techniques are introduced.
- Conducts research, as needed, and evaluates equipment, materials and construction assemblies for compliance with USBC requirements and industry standards.
- Testifies in court on building code related cases, as needed.
- Uses available electronic tools to assist in reviewing and processing permit and construction documents in the most efficient and effective manner.
SUPERVISORY RESPONSIBILITIES
This position has no supervisory responsibilities.
QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE
High school diploma or general education degree (GED) and three or more years related experience in construction and/or review of building, plumbing, electrical and mechanical fields; or equivalent combination of education and experience. individuals with disabilities to perform the essential functions.
SUPPLEMENTAL INFORMATION:LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to prepare reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONS
Possession of a valid appropriate driver's permit issued by the Commonwealth of Virginia. Must obtain and maintain the Residential Building Plans Examiner certification required by the Uniform Statewide Building Code and the City of Roanoke within 18 months of employment to meet minimum qualifications for Building Plans Examiner I and the Commercial Building Plans Examiner Certification required by the Uniform Statewide Building Code and the City of Roanoke within 36 months of employment to meet the minimum qualifications for Building Plans Examiner II.
