Description

This class works in either a department or Deputy Chief Administrative Officer (DCAO) portfolio. This class provides advanced support to the Director or DCAO in developing and recommending implementation of major policies, programs, budgets, regulations, plans, measures, and fiscal initiatives with a departmental or city-wide impact. Incumbents advise on the prudent allocation of public resources, policy options, budgets, and legislation within a general outline of the operational mission of the supported functional area. Incumbents make interpretive decisions on behalf of the organization regarding the means for executing the goals established by City and departmental policy.
Incumbents may supervise management, professional, paraprofessional, and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.
Supervision Exercised/Received:

  • Exercised: This classification may supervise other employees.
  • Received: This classification typically reports to a Director or DCAO.
  • Note: Other reporting relationships may apply.

Duties include but are not limited to

TYPICAL CLASS ESSENTIAL DUTIES: These duties and percentage of time are a representative sample; position assignments may vary.

  • Formulates and recommends strategies for advancing projects and solving complex issues; provides leadership and vision to support recommended strategies. Performs work of unusual difficultly involving strategic planning and interpreting complex policies and regulations.
  • Organizes, reviews, researches, manages, and directs initiatives, rules, regulations, plans, programs, agency items, etc.
  • Networks, communicates, and meets with various organizations and businesses.
  • Provides supervision and guidance. Leads and directs effective utilization of resources.
  • Drafts, implements, reviews, and responds to various documents, ordinances, emails, etc.
  • Attends, prepares for, organizes, conducts, and serves on various settings. Represents the executive at meetings and hearings. Services as a liaison with attorneys, consultants, executives, municipal representatives, community boards and professional associations.

Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's Degree in public administration, business administration, or field directly related to assignment
  • A Master's Degree in a field directly related to assignment is preferred
  • Six years of progressively responsible related experience that includes significant management and supervisory experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
