Description

The City of Richmond Department of Public Works is seeking qualified candidates to fill the position of Health and Safety Specialist. This position will be responsible for overseeing and coordinating workplace safety, accident prevention, and employee health programs. As assigned, work may include ensuring compliance with Virginia Occupational Safety and Health (VOSH) standards and hazardous waste materials regulations; advising on general liability matters and workers' compensation claims; and conducting safety and education training on various occupational safety and health topics.

Duties include but are not limited to

  • Conducting field audits and inspections, and then developing and administering work-unit specific safety programs and work designs. Reviewing safety plans of outside vendors contracted by the City or agency;
  • Investigating job-related accidents, illnesses or injuries for assigned department; evaluating and making recommendations and/or determining and implementing solutions to avoid similar future occurrences;
  • Conducting safety meetings and new employee orientations throughout the agency, as well as formal training sessions on OSHA related topics;
  • Investigating accidents, either alone or as part of a committee, preparing reports for agency, and developing plan to mitigate future accidents;
  • Reviewing and updating the agency's emergency response plan, presenting plan to management, and training workforce. Coordinating emergency response and other evacuation and emergency drills.
**This position is considered an Essential Personnel, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather**
**This individual may be required to work nights, weekends, holidays or on-call, as needed**

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of occupational and general safety principles, processes, and procedures; OSHA regulations and compliance, such as the use and placement of gas monitors, lanyards and harnesses, respirators, and fall protection equipment; risk management and process safety management guidelines; OSHA 300 log, including understanding of recordable, lost workday, and lost time injuries; health and occupational safety machines, tools, and equipment such as hard hats, confined space permits, fall protection equipment, automated external defibrillators (AED's), and hemostatic dressings; and OSHA reporting procedures. Demonstrated skills in public speaking/presentations and training; oral and written communication; project management; and proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, etc.). Ability to work on multiple projects at a time; recognize an IDLH (Immediately Dangerous to Life & Health) condition and address the situation with authorized and affected personnel; follow directions; function independently with minimal supervision; pay attention to detail in writing and proofreading; manage timelines and deadlines; and problem-solve.


MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in and occupational safety, safety management, environmental management, or a related field, preferred
  • 2 years' experience in the occupational safety field
  • May require additional training such Workers' Compensation, 40-hour HAZWOPER training courses, etc.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification


LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • A valid Driver's License with a satisfactory driving record, and acquisition of a valid Commonwealth of Virginia Driver's License within 30 days of hire (position specific)
PREFERRED TRAINING AND EXPERIENCE:
  • Current certification in OSHA Safety Training.
