Supervision Received: Close and general supervision, depending on the degree of difficulty of the situation, from the Utilities Operator and the Street Superintendent and/or the Assistant Street Superintendent
Supervision Exercised: In the absence of the Utilities Operator, may exercise supervisory duties for water distribution activities.
Pay Range: $24.11 to $30.72 (Pay Range 16 per the AFSCME contract)
Position Classifications:
General Status: positions is FULL-TIME position

FLSA Status: position is NON-EXEMPT under FLSA
General Statement of Duties:
Must be on call and respond 24 hours a day 7 days a week for repairs and installations of the water distribution system and fire hydrants. Unless on approved leave such as vacations or sick leave.
Must be a team player and work harmoniously with management.
Works with a crew in a safe, timely and efficient manner for the repairs and maintenance of the city’s infrastructure including water mains, water services, fire hydrants, and the city’s storm water and sanitary sewer system as needed.
Assures that the city’s water distribution system is maintained and operated per the Ohio E.P.A standards and requirements.
Works with supervisor in the operation of the water distribution system.
Maintain accurate records and reports.
Keeps supervisor informed of the water distribution system issues and equipment issues.
Must keep all equipment and areas associated with the department in a neat and clean manner.
Must be available for mandatory overtime and respond to all calls from supervisor.
Must communicate to the residents of any utility work and or service interruptions to their service of utilities.
Must be able to operate all city equipment efficiently and in a safe manner such as backhoe, excavator, sewer jet, tow motors, site levels and laser equipment.
Must maintain equipment associated with the department such as water pumps, concrete saws, pavement breakers, trucks and keep them clean and functioning properly.
Must have a minimum of 3 years’ experience in related field.
Must possess a class A Commercial driver’s license or obtain one
Must possess a class I water distribution license, preferably a Class II water distribution license; or obtain one
Must possess a backflow testing license or obtain one.
Must have basic computer knowledge, Microsoft, excel programs.
Must be able to read and understand maps of the city’s infrastructure accurately.
Essential Functions:

1. Assures that water distribution system is maintained and operated per the Ohio EPA standards and requirements.
2. Repairs and performs maintenance on water distribution system.
3. Assists in the duties and requirements of the Backflow Prevention System.
4. Assists in the duties and requirements of installation of new water lines and distribution infrastructure.
5. Assists in the maintenance of the Water Treatment Plant and water storage facilities.
6. Maintain maintenance and repair records of water distribution system.
7. Keeps Utilities Operator and Street Superintendent informed of preventative and corrective water distribution, maintenance situations and equipment issues.
8. Maintain accurate records and reports.
9. Must keep all equipment and areas associated with the department, in a neat and clean manner.
10. Must be available for mandatory overtime and respond to all calls from management.
11. Understand and carry out written and oral instructions.
12. Present ideas and communicate effectively verbally and in writing.
13. Establish and maintain effective working relationships with employees, other departments and the public.
14. Interact tactfully and effectively with public officials and the general public. Must communicate to the residents of any utility work and/or service interruptions to their service of utilities.
15. Must be able to operate all city equipment efficiently and in a safe manner, such as a backhoe, excavator, sewer jet, tow motor, site levels and laser equipment.
16. Must maintain equipment associated with the department such as water pumps, concrete saws, pavement breakers, trucks and keep them clean and functioning properly.
17. Assume responsibility for work performed and decisions made.

20. Accurately communicate information related to operations of equipment.

22. Remaining alert to any malfunctions of the distribution system and acts on them in a proper and timely manner.
23. Regular, reliable, predictable and punctual attendance is an essential function of the position.
24. Compliance with all City of Ravenna city-wide and departmental policies, work rules and procedures.
25. Performs other related duties as required by the Street Superintendent.
Required Knowledge, Skills, Abilities and Qualifications:
1. Must possess a high school diploma or GED equivalent.
2. Experience in water distribution system maintenance, including preventative maintenance and troubleshooting or equivalent.
3. Preferred four (4) years in water distribution system maintenance and repair.
4. Possession of a valid Class “A” Ohio Commercial Driver’s License (CDL).
5. Preferred minimum of an Ohio Class I Water Distribution EPA Certification, if no current license, then must obtain license within two (2) years. If not obtained within the required amount of time, it shall be grounds for termination. Ohio Class II Water Distribution EPA Certification is highly desired.
6. Possession of a backflow testing license or obtain one within twelve (12) months.
7. Knowledge of water distribution system operations, practices, procedures, water quality standards and regulatory requirements
8. Knowledge of mechanical equipment and of the techniques for general servicing and maintenance relative to water distribution system.
9. Knowledge of the hazards involved in water distribution system operations, of safety practices and procedures, the safety precautions to be taken and the ability to work safely.
10. Ability to read blueprints of the city’s infrastructure accurately.
11. Ability to understand and carry out written and oral instructions.
12. Ability to present ideas and communicate effectively verbally and in writing.
13. Ability to analyze records and prepare reports.
14. Ability to establish and maintain effective working relationships with employees, other departments and the public.
15. Ability to work alone or with other personnel.
16. Ability to develop and maintain effective and harmonious relationships in the department as a supervisor and with subordinate personnel and co-workers.
17. Ability to interact tactfully and effectively with public officials and the general public.
