Job Description

This is an exciting leadership opportunity to manage one of the roadway programs in the Roadway Design and Construction Division of the City’s Engineering Services Department. The Roadway Design and Construction Division is responsible for overseeing linear construction projects in support of transportation infrastructure within the city. The Engineering Supervisor will manage a team and will work closely with the City’s Transportation Department to deliver projects focused on positively impacting the quality of life for the citizens of Raleigh. The projects include Safe Routes to School, transit supporting, neighborhood streets, sidewalks, traffic management and Capital streets improvements.
Engineering Supervisors manage a team of engineers and technical staff for assigned projects on a regular and ongoing basis and serve as one of the roadway program supervisors including over other professional and support staff. They create training programs, provide technical guidance and identify areas of improvement. This is a critical role in ensuring the team maintains quality, adheres to safety standards and meets project deadlines for the success of delivering linear projects.
The ideal candidate is an organized and effective engineering supervisor, skilled in developing strategic processes and techniques to improve staff’s performance as well as fostering training and programs to maximize productivity. The successful candidate understands an organization’s vision and can articulate it well while guiding and aligning a team towards its goals. The ability to research complex technical issues, resolve conflicts with minimal delays, as well as evaluate technology procedures and reports to create new opportunities for efficient project delivery are key to the candidate’s success. A positive attitude and collaborative spirit are essential. The ideal candidate is an effective communicator, with experience in facilitating group discussion and building consensus among stakeholders. Duties and Responsibilities

  • Supervises staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.
  • Manages the Design Services Program within the Roadway Design and Construction Division, including supervision of engineers and technicians responsible for design and implementation of engineering projects, to include transportation projects. Conducts management of in-house design projects as well as manages consultant-led design projects, including RFQ advertisements, proposal review/ratings, shortlist interviews, project scoping, design fee negotiations, and contract routing.
  • Provides supervision and management of engineering project and/or program work and related engineering operational activities; provides program/project leadership and advanced technical expertise; conducts quality control and quality assurance reviews to ensure compliance with City standards, policies and procedures, and with applicable regulations and code requirements.
  • Monitors, oversees and provides technical support with processes which may include: coordination of inspections and installations; construction plan/operations/change oversight; reviewing and permitting; document and financial review and approval; ensuring project schedules, cost and overall quality objectives are met; contractual service monitoring; project design; budget estimation; selection and oversight of consultants and contractors; project analysis and development review.
  • Ensures processes and protocols are in place and followed to promote compliance with all regulations governing project delivery, especially specific timelines and expense guidelines
  • Provides consultation and serves as technical resource; responds to inquiries and requests; performs technical research; reviews and interprets maps, drawings, construction plans, blueprints and other technical documentation; troubleshoots and resolves complex issues and conflicts; recommends courses of action and implement problem resolutions.
  • Coordinates, collaborates and attends meetings with City Council, Planning Commission, various boards and committees, project/program stakeholders and/or the public; serves in an advisory capacity; develops and delivers public presentations; performs outreach and prepares and disseminates communication materials.
  • Assists in the development and implementation of policies, processes, standards, and guidelines; works in collaboration with management and other departments recommending and implementing process improvements and operational efficiencies.
  • Provides and/or assists with budget development, preparation, and administration; monitors resource allocations; maintains performance measures; prepares productivity analysis; provides and oversees the preparation and maintenance of reports and documentation.
  • Performs other duties of a similar nature and level as assigned.

Typical Qualifications

Education and Experience
Bachelor's degree in engineering or directly related field, five years of professional engineering and/or construction/project management experience.
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Licensing/Certifications

  • Valid North Carolina Class C Driver's License with a satisfactory driving record or the ability to obtain within 30 days of hire.
  • Professional Engineering (PE) Registration required.
Preferred Qualifications
  • Two years of supervisory experience.

ADA and Other Requirements:
Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing and repetitive motions.
Light Work:
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.
Working Conditions:
Work is routinely performed in an indoor, office environment.
