City of Raleigh North Carolina is Hiring an Utilities Specialist Near Raleigh, NC

The City of Raleigh Public Utilities Department, now also known as Raleigh Water, provides water and sanitary sewer services to roughly 198,000 metered customers and a service population of about 600,000 people in Raleigh, Garner, Wake Forest, Rolesville, Knightdale, Wendell and Zebulon areas. Our mission is to provide safe, sustainable water services for our customers while protecting public health and contributing to the economic, environmental, and social vitality of our communities.
The Utilities Specialist functions as the primary inspections and enforcement staff assigned to the Fats, Oils, and Grease Program within the Sewer Maintenance Division. Crews within this program are tasked with conducting inspections of pretreatment devices at food service establishments and vehicle maintenance facilities to ensure facilities maintain compliance with City Municipal Codes. Incumbents conduct visual inspections to identify deficiencies, document findings, and follow up with enforcement actions to correct noncompliance.
Scheduled working hours are Monday thru Friday, 6:30AM to 3:00PM. This position will report to the Lake Woodard Operations Center, located at 3324 Lake Woodard Dr, Raleigh, NC 27604.

  • Qualifying Utilities Specialists are eligible for training certifications that provide stipends of additional 12.5% to base pay. 
  • Education provided to learn Water Distribution/Wastewater Collection Operator standards and earn certifications.
  • Performs or coordinates the delivery of specialized service work; conduct inspections and sampling; reviews completed work and/or inspection/sampling results. Follows up on issues related to compliance or maintenance and repairs.
  • Determines facility hazards and the location of approved pretreatment devices. 
  • Issues Notices of Violation and other Enforcements while working with non-compliant customers. 
  • Responds to inquiries, concerns and information requests from customers; research issues and account information; recommends field-related work activities; refers complex issues to appropriate resources.
  • Prepares and maintains high level detail reports and collect samples and data related to inspection activities.
  • Completes and maintains Inspection reports in proprietary asset management system.
  • Reviews, monitors, inspects and maintains equipment related to assignment area; ensures safety and operability of equipment.
  • Assist in special projects, educational outreach, and other initiatives as assigned.
  • Serve as lead worker by assigning work and monitoring work completion.
Education and Experience
High School Diploma or GED and four years of maintenance experience.
  • General Industry: Code Compliance Officer; Safety Officer; Quality Assurance Technician.
  • Municipal Worker: Utility Inspector; Code Enforcement.
  • Environmental Monitoring: Environmental Technician; Agricultural Chemicals Inspector; Air Pollution Control Analyst; Community Health Inspector.
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Licensing/Certifications
  • Valid North Carolina Class C Driver's License, or ability to obtain within 60 days of hire, and a satisfactory driving record.
Preferred Qualifications
  • NC WPCSOCC Collection System Operator Certification Grade I and Grade II.
