CITY OF RACINE is Hiring a City Administrator Near Racine, WI

POSITION PURPOSE:
Under the direct authority of the Mayor and in accordance with the policies established by the Common Council, this position is responsible for administering, planning, coordinating, and supervising the efficient performance of all services, activities, programs, and operations of the City, including staff functions and financial management. Work performance is evaluated by the Mayor through conferences, periodic performance reviews, and by observing results achieved.
**This position is open till filled**ESSENTIAL DUTIES:
  • Work collaboratively with department heads and senior management to ensure effective coordination and cooperation among departments; facilitate problem-solving at all levels in the organization.
  • Supervise and manage staff assigned to the Mayor’s office
  • Lead City Team in negotiating collective bargaining agreements with represented City bargaining units.
  • Assists the Mayor and City Council with strategic and long-term planning for the City. 
  • Assess the impact of trends in local government and develop long-range plans and policies to implement change in the city and respond to changes in the community.
  • Serve as liaison with regional, state, and federal governments. 
  • Coordinates special projects; oversees professional contracts and/or consultants providing services to the City. 
  • Negotiates agreements and contracts with City-owned assets operated by other entities. 
  • Coordinate and supervise the preparation of the annual City budget; developing budgeting procedures; and monitoring budget expenditures.
  • Identify funding sources to meet the financial challenges facing the city. 
  • Conduct performance evaluations of Administrative Managers who report to the Mayor.
  • Attend City Council and Committee meetings as required. 
  • Assist the Mayor in providing financial direction in the acquisition and use of financial resources through the operating and capital improvement budget process, including reviewing and modifying the annual operating budget and capital improvement plan.
  • Confer with governmental groups and private organizations to promote cooperation on services, activities, plans, and programs.
  • Make recommendations and provide leadership, advice, and counsel to the Mayor, the Common Council, administrative managers, and department heads and staff.
  • Resolve interdepartmental and interagency problems and disputes. 
  • Maintain a consistent and reliable attendance record.
 
ASSOCIATED DUTIES:
Other duties and responsibilities as defined and directed by the Mayor and Common councilMINIMUM QUALIFICATIONS:
  • Bachelor’s degree in public administration, Business Management, Planning, or a related field: Master’s degree in public preferred.
  • In addition to five (5) years’ experience in municipal government administration as a department or division head, or an equivalent combination of experience, knowledge, and ability.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
  • Comprehensive knowledge of the principles and practices of municipal government management.
  • Experience in budgetary development, financial management, administration, and control.
  • Knowledge of Federal and State laws and regulations affecting municipal government, plus local ordinances, regulations, and codes.
  • Ability to establish and maintain effective working relationships with Federal, State, and local officials, citizen groups, public employees, and the general public.
  • Ability to develop plans, budgets, policies, and procedures.
  • Skill or experience in labor relations/collective bargaining.
  • Ability to exercise judgment and discretion in developing and interpreting a wide variety of administrative policies and procedures, public services, and evaluating their effectiveness.
  • Excellent oral and written skills.
PHYSICAL DEMANDS OF THE POSITION:
Occasional walking, bending, light lifting, and sitting. Effective oral communication on a regular basis.
 
ENVIRONMENTAL/WORKING CONDITIONS OF THE POSITION:
Normal office environment with some exposure to outdoor environmental conditions.

Standard and automated office equipment and software, personal vehicle.
