Job Description

JOB TITLE: IT Director DATE: September 2023

DEPARTMENT: Information Technology FLSA STATUS: Exempt

POSITION SUMMARY:

The IT Director will manage and direct all Information Technology operations, while ensuring the department provides efficient and effective technical support service. The IT Director will report to the Mayor. The IT Director will meet quarterly with the Mayor based on job descriptions and performance goals.

JOB FUNCTIONS:

  • Responsible for establishing and maintaining the departmental budget.
  • Manage IT staff by recruiting, training and coaching employees, communicating job expectations and appraising their performance
  • Works with the HR/Mayor to handle employee discipline and termination.
  • Leads development and implementation processes for the IT systems and the IT Department.
  • Develops and implements business continuity protocols to minimize disruptions to operations in the event of emergency situations or data loss.
  • Establishes efficiency and efficacy standards, providing recommendations for the continued improvement of the IT infrastructure.
  • Oversees IT infrastructure and systems performance to assess operating costs, productivity levels, upgrade requirements, and other metrics and needs.
  • Oversees security audits and investigations of systems, networks, and enterprise information.
  • Evaluates and/or recommends purchases of computers, network hardware, peripheral equipment, and software; maintains site licenses for department/organization.
  • Oversees the monitoring of all information technology usage related to City personnel and vendors to safeguard the city's assets, intellectual property and computer systems
  • Identifies the emerging information technologies to be assimilated, integrated, and introduced within the city which will have a significant positive impact on the enterprise
  • Responsible for the City of Quincy's Access Control system and for the continual monitoring and troubleshooting of networks, systems, and applications to identify and correct malfunctions and other operational difficulties.
  • Administers a complex network or group of networks utilizing one or more TCP/IP or non-TCP/IP networking protocols
  • Responsible for the proper installation, configuration, and maintenance of LAN/WAN equipment, network servers, network infrastructure, network cabling, public safety wireless system, and other related equipment, devices, and systems.
  • Administers the implementation of network security, including building firewalls, applying cryptography to network applications, managing host security, file permissions, and file system integrity, and adding and deleting users to the network environment.
  • Researches and develops policies for regulatory compliance for the Police department as it relates to technology and security.
  • Oversees in the audio and digital video production phase of COQTV.
  • Maintains a broad knowledge of state-of-the-art technology, equipment, and/or systems.
  • Administration of the City of Quincy's hosted telephone system.
  • Performs other related duties as assigned by the City of Quincy's Administration.

REQUIREMENTS:

EDUCATION/YEARS OF EXPERIENCE:

  • Bachelor's degree in computer science or related field and a minimum of 5 years of recent technology support work experience; an associate's degree and 10 years of recent technology support work experience.
  • ITIL Processes, PMP Projects, or CISSP (Cybersecurity) certifications; would like the applicant to have 1 or more of these certifications.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of a range of computer networking systems and languages.
  • Knowledge of current technological developments/trends in area of expertise.
  • Ability to administer large and complex computer networks.
  • Ability to install, configure and maintain personal computers, networks, and/or related hardware and software.
  • Ability to communicate technical information to non-technical personnel.
  • Knowledge of available computing and/or network hardware and peripheral equipment.
  • Skill in organizing resources and establishing priorities.
  • Ability to maintain a high level of confidentiality.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Knowledge of computer and/or network security systems, applications, procedures, and techniques.
  • Ability to identify and resolve computer system malfunctions and operational problems
  • Ability to provide a range of systems training and/or support activities for users.
  • Ability to assess the technical characteristics of new operating capabilities proposed for the inclusion in the network to determine potential impact on network performance and security.
  • Ability to utilize complex network analysis tools to resolve complex network performance problems.
  • Ability to write technical proposals for presentation to approval boards.
  • Knowledge of federal copyright laws as they pertain to the use of computer software.
  • Knowledge of LAN/WAN administration, including switching (Equipment sizing, VLANS, Spanning Tree, Trunking), routing (equipment sizing, ACLs, debugging connectivity issues) and remote access (WANs, VPNs)
  • Experience with configuration and support of the following technologies: firewalls and router ACLs, VPNs, managed switches, WAN/LAN routers, network server operating systems, VMware vSphere hypervisor, and VMware Horizon virtual desktop software.

PHYSICAL REQUIREMENTS:

May require bending, twisting, squatting, crawling, climbing, kneeling, working in confined spaces, standing and sitting for extended periods of time, and occasionally lifting, carrying, pushing or pulling objects over 50 pounds.

WORKING CONDITIONS:

Employee works in a typical office setting. Employee is expected to be available 24 hours a days, seven days a week to handle problems or unusual circumstances. The employee will be required to be on call and attend out-of-town meetings or conferences deemed beneficial by the Mayor. Expected to be consistently reliable and punctual for scheduled work.
