City of Pullman is Hiring a Facilities & Parks Maintenance Worker (Open Positions: 1) Near Pullman, WA

Performs a wide variety of journey level maintenance tasks on city-owned park grounds, recreational facilities, city buildings, or other areas.

Work involves the skillful operation of a variety of hand and power tools and power equipment in the care of lawns, trees, plants, flowers, recreational facilities, or buildings in the City. Positions of this class are characterized by the demonstrated skillful and safe operation of power and motorized equipment, the wide variety of tasks assigned and the skill level involved, the ability to perform all tasks with a minimum of supervision, and the knowledge of horticulture required by the job. The skill involved in performing the work will vary from one assignment to another, and from one season to another. An employee in this class performs the duties of other employees in the City as required or as assigned by supervisory personnel. Employees may be assigned to a specific project or specialized area of responsibility at one park or City facility or at several parks or facilities. The Parks and Facilities Maintenance Worker may supervise and provide on-the-job training to full- or part-time facilities maintenance personnel, and court appointed personnel. May occasionally direct the work of a crew of facility maintenance workers. Work is performed independently based on instructions received in the form of oral or written directives or activity schedules from the Parks and Facilities Maintenance Supervisor. Work performance is evaluated through on-site inspections and the timely completion of assignments. 

ILLUSTRATIVE EXAMPLES OF ESSENTIAL DUTIES AND RESPONSIBILITIES:

Performs the full range of grounds maintenance tasks; mows, rakes, edges, sweeps, plants, prunes, irrigates, fertilizes, and trims lawns, trees, flowers, and shrubs; operates riding mowers and tractor-powered gang mowers to mow lawns and remove snow; operates dump truck, loader and compressor; conducts safety checks of playground equipment; measures and lines out fields for use by the public; collects trash; cleans restrooms.

Performs building maintenance work involving repair, replacement, maintenance, and installation of a wide range of electrical components including electrical motors, circuits, wires, outlets, fixtures, appliances, ballasts, HVAC systems and controls, and lights.Minor repairs and plumbing, electrical, and carpentry tasks to maintain or repair shelters, fences and other facilities, remodel facilities, install playground systems and fabricate equipment.

Mixes the proper amounts of pest and weed control chemicals and operates tractor-mounted spraying equipment to apply the proper amount of chemicals in the particular area; operates and prunes trees from bucket truck.

Plows parking lots, sidewalks and bus stops with truck, plow equipment or hand shovel for snow removal.

Maintains cemeteries including preparing site for burials and maintaining records.

Performs plumbing and facility maintenance by maintaining and repairing swimming pools, buildings, boilers, pumps, and chlorine feeder; may install, test, or repair backflow prevention assemblies.

Performs preventive maintenance on parks equipment; repairs, overhauls, and reassembles gasoline powered engines.

Sharpens blades on all mowing equipment.

Excavates and prepares sites for construction; designs and installs irrigation systems; repairs and maintains irrigation systems including automatic timers; repairs broken irrigation heads, valves, and lines; applies proper levels of water to grounds; orders supplies and parts; develops and maintains a comprehen­sive irrigation manual.

Operates oxygen and acetylene/arc welding equipment to repair or fabricate equipment.

Maintains all chemical records (MSDS) used by custodial staff in numerous buildings.

Attends work on a regular and dependable basis.

Interacts in a professional and respectful manner with city staff and the public.

SELECTION FACTORS:

Knowledge of:

  • The skillful and safe operation and maintenance of tools and equipment used in facility and parks maintenance;
  • Equipment and supplies used in performing janitorial duties;
  • The proper methods of maintaining lawns, trees, plants, flowers, recreational facilities, or buildings;
  • A variety park maintenance program procedures.

Ability to:

  • Operate assigned equipment skillfully, safely, and in conformance with applicable laws or regulations;
  • Make independent judgments and decisions and work under minimum direct supervision;
  • Use hand and power tools related to work;
  • Work outdoors for extended periods under unfavorable weather conditions and without constant supervision;
  • Understand and execute oral and written instruc­tions;
  • Establish and maintain effective working relation­ships with other employees, supervisors, and the public;
  • Relate to and work with the general public;
  • Provide quality services in a safe, cost-effective manner and to recommend improved methods of performing the work;
  • Physically perform essential duties of the position;
  • Obtain and maintain a valid Washington State Pesticide Applicator License, as required by the position;*
  • Obtain and maintain a certification as a pool-spa operator, as required by the position;*
  • Obtain and maintain a cross connection control specialist certifi­cate as required of the position;*
  • Obtain and maintain a valid playground safety certificate;*
  • Obtain and maintain a valid driver’s license and safe driving record.*
  • Pass a police background check and maintain a clean criminal history.”

MINIMUM QUALIFICATIONS:

One year of parks or general building maintenance experience involving plumbing, electrical, carpentry, and mechanical skills, and the ability to perform janitorial work; or substituting any equivalent combination of experience and training; physical strength and agility required by the position.

TOOLS AND EQUIPMENT:

Pickup truck; backhoe; tractor; dump truck; ditch witch; oxyacetylene torch, plasma cutter, and Mig, Tig arc welders; snowplow, snow shovels and throwers; swimming pool equipment including chlorination system, pumps, boiler, valves, filtration devices, gauges, etc; ladder truck; forklift; pipe tap and die; lawn mower; weedeater; backpack; chain saws, bucket truck, leaf blowers; various spray equipment; air compressor; front-end loader; all-terrain vehicle; drill press, grinders, band saws, hydraulic press; miscella­neous hand and power tools for turf maintenance, carpentry, painting, plumbing, electrical, and cement finishing work and computer.

While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. The employee frequently works in high, precarious places and is frequently exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, and vibration. The employee is occasionally exposed to risk of electrical shock.The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move more than 100 pounds.

The noise level in the work environment ranges from moderately quiet to extremely noisy depending on the task being performed.
