Class Specifications

The principal function of the Assistant City Engineer is to apply professional engineering judgement aiding the planning, permit review, construction, inspection and management of residential, commercial, and capital improvement projects. This position participates in the updating and application of master plans to guide the development, approval, and implementation of transportation, water, and sewer projects. Additionally, this position participates in the development and updates to City codes, standards, and specifications. This position regularly participates in the scoping, review and recommendation for acceptance or denial of studies analyzing potential impacts to the City’s Transportation, Sanitary Sewer, Storm Sewer and Water infrastructure. The Assistant City Engineer prepares reports and memos that aid the City decision making process related to development and growth. The Assistant City Engineer has regular interaction with the general public, developers, contractors, other design professionals, City Commissions, City Council and neighboring jurisdictions. The work is performed under the general supervision of the City Engineer with latitude to exercise independent professional judgment and initiative. The Assistant City Engineer performs the duties of the City Engineer in that employee’s absence. This position assists in the supervision and training of the Staff Engineers, Engineering Technicians, and clerical positions. The principal duties of this class are performed primarily in an office environment with some field environment (typically 10%-30%).

Examples of Work Duties

Essential Duties and Responsibilities

  • Performs plan and technical report review and approval, project management, and inspection duties for residential, commercial, and capital improvements projects;
  • Coordinates and reviews long-range planning of transportation, water, sanitary sewer, storm sewer and related projects with outside consultants, agencies and City staff;
  • Reviews and recommends updates for City codes, standards, and specifications;
  • Provides liaison with other agencies, city staff, and the general public, responding to inquiries, information requests, and complaints;
  • Provides assistance as required to the City Engineer;
  • Assists in supervision and training of subordinate employees;
  • Performs all work duties and activities in accordance with City policies, procedures, and safety practices.
Other Duties and Responsibilities
  • Performs the duties of the City Engineer in that employee’s absence;
  • Performs other related duties as required.

Knowledge, Skills and Abilities

Knowledge of:

  • Current residential, commercial, public works, and other civil engineering design and construction methods, materials, principles and best practices;
  • City planning and zoning codes and ordinances, engineering and construction standards, and applicable building codes;
  • State of Idaho Subdivision Codes;
  • State and Federal Guidelines effecting project development and funding
  • Computer modeling for Transportation, Water and Sewer systems
  • Project management and administration techniques;
  • Contract administration;
  • Interpersonal communication skills;
  • Political, legal, and governmental processes affecting various engineering programs and project management;
  • Supervisory, evaluation, and employee training methods;
  • Federal (OSHA) regulations and City policies regarding safe work practices.
Ability to:
  • Supervise and evaluate the work of others;
  • Communicate effectively verbally, in writing and utilizing current technologies;
  • Read and interpret engineering plans, details, and specifications;
  • Establish and maintain effective working relationships with elected officials, state agencies, local governments, contractors, co-workers, and the public, in varied environments;
  • Analyze problems and provide solutions;
  • Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
  • Operate standard office equipment including a personal computer and program applications appropriate to assigned duties;
  • Operate a variety of computerized engineering equipment and mapping and drafting systems;
Operate a motor vehicle.

Acceptable Experience and Training

  • Bachelors of Science degree in Civil Engineering; and
  • Four (4) years experience in civil engineering,; or
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Special Qualifications
  • Engineer in Training / Engineering Intern certification is required, licensed professional engineer in the State of Idaho is preferred;
  • Valid drivers license.
