Starting pay rate for this position is between $24.42 - $26.92 an hour based on experience and per the AFSCME 1386A Working Agreement. Position may be eligible for on call rotation and overtime.

NATURE OF WORK
The purpose of this position is to assist in overseeing the maintenance and repair of the City’s roads, sidewalks, drainage, and snow removal; supervising work crews and equipment as deemed necessary. This work includes applying best management practices for road and sidewalk construction, repairs, and ongoing maintenance. Supervises the use of personnel, materials, and equipment and assists the foreman in supervising operations.

SUPERVISION
Incumbent works under general direction of the Director of Public Works, Deputy Director of Public Works, General Foreman, and Highway Foreman or their designee; work is performed in accordance with standard practices and previous training, with substantial independence organizing the work activities.

ESSENTIAL JOB FUNCTIONS
The essential functions or duties listed below are intended only as illustration of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if work is similar, related, or a logical assignment to, or extension of, the position.

1. Assists in overseeing the work crews that perform routine street and sidewalk maintenance and other Highway related tasks.

2. Responsible for the direct supervision of up to five (5) staff members and may supervise staff from other Public Works work crews or divisions if needed. Employees may work different shifts and at different locations than the supervisor.

3. Assigns jobs or project responsibilities and activities.

4. Identifies and maintains and adequate inventory of supplies, materials, and equipment required to successfully complete projects. Ensures the efficient use of same.

5. Is knowledgeable of the required equipment, power, and hand tools used in road and sidewalk maintenance.

6. Coordinates operating unit activities and reconciles concerns with other work groups and contractors.

7. Works according to approved employee, equipment, and job safety procedures.

8. Assists in the activities of organizing, training, and supervising the maintenance of public roadways and sidewalks, mill and fill work, crack sealing, snow removal, and other emergency responses as needed.

9. Operates a small paver, skid steer, front end loader, and other equipment necessary for the effective and efficient repair and maintenance of the Highway Division’s assets.

10. Promotes the safe and efficient operation of the City’s roads and equipment; provides guidance or interpretation as needed; reviews work orders and submits report of work completed each day to supervisor.

11. Ensures the vehicles and equipment assigned to the Division are reviewed for pre-trip daily, cleaned internally and externally on a regular basis, and communicates emergency needs to the Highway Foreman or their designee to ensure for the safe, efficient, and cost-effective maintenance of the vehicles and equipment.

EXAMPLES OF OTHER JOB FUNCTIONS
1. Assists in the development and implementation of a training program to include proper techniques for road and sidewalk maintenance, safety, equipment maintenance, and encourages employees to be the best they can be.

2. May participate in an On Call rotation to maintain effective operations, providing 24 hour call out coverage. Is subject to call out for emergencies.

3. Performs the foreman’s role in their absence.

4. Performs other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

1. Strong organizational skills and the ability to implement effective preventative, routine, and special maintenance programs and to effectively and efficiently complete projects.

2. Remains current with best management practices in the maintenance, repair, and construction of road and sidewalk maintenance, including, but not limited to crack sealing, patching, mill and fill, sidewalk construction and repair, tip downs, and other maintenance and construction tasks throughout the City.

3. A strong knowledge of contemporary supervisory safety practices and the ability to develop and achieve effective performance with the people under their supervision.

5. Ability to establish and maintain effective working relationships with customers, co- workers, employees in other municipal departments, and City officials.

7. Ability to communicate effectively with the general public, City staff, and government officials at all levels and maintain an understanding of racial equity, inclusion, and belonging.

ENVIRONMENT, WORKING CONDITIONS, PHYSICAL AND MENTAL EFFORT
Work is performed in an office, shop, and field locations which require substantial physical dexterity, strength and use of all limbs and most fingers. This includes the ability to work in and around construction sites and to lift up to 70 pounds. Work is performed inside and outside in all weather conditions and involves working with objectionable and hazardous materials. Significant construction, snow removal, and record keeping knowledge is required.

Position requires examining, analyzing, and evaluating the conditions of the City’s roads and sidewalks to determine any actions that need to be taken in their operation, maintenance and/or repair. Judgment is needed to understand, interpret, and comply with complex Federal, State and local regulations as they pertain to the operation of the Division. Assignments typically involve evaluation and interpretation of factors, conditions, or unusual circumstances; inspecting, testing, or evaluating compliance with laws and regulations; and directing and supervising the methods to accomplish the work.

Equipment operated includes trucks in excess of 26,001 pounds, light trucks, automobile, heavy and light equipment, pneumatic, hand and power tools, office machines and computers. Normal vision is required.

MINIMUM REQUIRED QUALIFICATIONS
Applicants for this position must have graduated from high school or have a graduate equivalent diploma (GED), a working knowledge of computers, and five (5) years of related work and leadership experience. A candidate must have a valid CDL B driver’s license.
