This position is Essential and is required to report to duty before, during, and immediately after a civil emergency.
Managerial and professional work of considerable difficulty involving a full range of engineering services including surveying and mapping services, plat review, and consultant coordination.
This employee is responsible for reviewing plats and site plans for conformance to the applicable ordinances and preparation of City maps, legal descriptions, and signed and sealed surveys. The employee also assures that all surveying work conforms to minimum technical standards established by the Florida Board of Professional Surveyors and Mappers. 
Instructions are usually broad in scope, requiring the use of considerable independent judgment in making decisions. Work is reviewed by a superior through discussion and inspection of results. Much of the work product of this employee must be self-checked and is relied on for use in public forums or as a decision-making tool in public policy matters. Facilitates the development of public trust and confidence in the City.
The salary for this position is $81,695.13-$93,949.40, depending on qualifications.

  • Keeps the mission, vision and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
  • Provides professional surveying and mapping services for the Public Works Department as well as other City Departments as needed. 
  • Performs the job functions of City Surveyor in their absence.
  • Assists with the continuing development of the Department’s electronic mapping functions; may coordinate certain work performed by consultants.
  • Participates in the development of new digital Mapping/Geographic Information Systems (GIS) systems and enhancements to existing Department administered systems.
  • Participates in the development of long-range strategic plans for Mapping Systems that support the mission and vision of the Department.
  • Works closely with Department Director, Assistant Department Director, and City Surveyor on matters related to planning and budgeting. 
  • Participates in the gathering of field data and the preparation of as-built drawings for certain City projects.
  • Reviews and prepares legal descriptions and sketches.
  • Reviews and approves plats as to conformance with state codes, accuracy, and closure.
  • Reviews and provides information to the City’s Site Plan Review Committee.
  • Reviews Plats as prepared by registered Surveyors and Mappers for official recording.
  • Plans, oversees, and reviews the quantity, quality, and timeliness of the work performed by subordinate personnel.
  • Participates in the preparation of right-of-way maps and legal land descriptions and sketches for right-of-way agreements and utility easements.
  • Works with Engineering CADD Technicians and may oversee the deployment of CADD related work within the group.
  • Confers with architects/engineers on problems relating to surveying and furnishing of information required for the preparation of plans pertaining to municipal public works facilities. Reviews site plans, development plans, and other plans as submitted by Professional Engineers, Professional Surveyors and Mappers, and/or Registered Architects.
  • Prepares and seals plats and surveys. 
  • Supervises and participates in furnishing record information and developing additional information necessary for the preparation of plans and specifications and cost estimates for the construction of streets, sidewalks, sanitary and storm sewers, bridges, water main extensions, and other municipal engineering projects.
  • Performs field surveying reviews.
  • Reviews and approves scope of work and cost estimates for work to be performed by survey consultants. Reviews work submitted for quality and compliance with technical and contractual terms.
  • Supervises and/or assists with the preparation of special projects and exhibits for the City Manager’s office as requested.
  • Performs surveying and mapping work for City construction projects and/or delegates to subordinate staff and/or consultants.
  • Manages updates to the stormwater base map, right of way records, and City Limits.
  • May be required to work hours other than standard day shift.
  • Works during emergency situations as required.
  • Other duties as may be assigned.
 
SUPERVISORY RESPONSIBILITIES
Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Professional Survey and Mapper (PSM) License in the State of Florida as described in Florida statutes, Chapter 472, Land Surveying and Mapping is required. Graduation from an accredited college or university with a Bachelor’s degree in land surveying, geomatics, civil engineering, or comparable field is required. Five (5) years of progressively responsible supervisory experience, three (3) of which were in a field related to engineering and/or computer mapping and surveying required. Possession of valid Florida Driver's License and maintenance of clean driving record required. 
 
A comparable amount of training, education, licenses, or experience may be substituted for the qualifications.
  • Extensive knowledge of surveying and drafting principles as applied to public works projects.
  • Considerable knowledge of municipal engineering objectives, purposes, methods, and practices.
  • Considerable knowledge of the principles and practices of modern public administration including personnel management.
  • Considerable knowledge of the principles and practices of civil engineering.
  • Considerable knowledge of the laws of the State of Florida as applied to real property boundaries, easements, rights-of-way, and other matters of ownership, boundary delineation, or property rights.
  • Knowledge of personal and networked computers and their application to surveying, engineering, and record keeping.
  • Knowledge of modern record-keeping and recording methods.
  • Experience with computers and the following software: Excel, Word, AutoCAD, and Outlook.
  • Knowledge of the City’s Code of Ordinances, policies, and procedures.
  • Skill in public speaking.
  • Ability to perform complex mathematical calculations.
  • Ability to organize engineering data and present findings and recommendations clearly.
  • Ability to prepare and interpret engineering plans and specifications pertaining to all phases of municipal engineering.
  • Ability to organize and maintain administrative office procedures relative to public works.
  • Ability to communicate effectively and persuasively, both orally and in writing.
  • Ability to prepare written reports and maintain records.
  • Ability to establish and maintain effective working relationships with other City officials, employees, consultants, and the public.
