The City of Plano’s BEST Neighborhoods Division is looking for an innovative individual who is resourceful, driven, and has a heart to serve. Your day-to-day may start with developing promotional material for an upcoming outreach event to meeting with a group of residents wanting to start a neighborhood group to following-up on a potential strategic partnership opportunity.

The hiring range for this position is $57,107 - $65,675, depending on qualifications.

Summary of Duties: Under general supervision, raises awareness about BEST Neighborhoods programs and the Neighborhood Services Department through organizing a variety of outreach activities, and promotional materials in coordination with the Neighborhood Engagement Manager and the Communications and Community Outreach department. Responsible for the development, marketing and implementation of comprehensive community-based outreach programming. Establishes and maintains strategic relationships and partnerships with neighborhoods, community organizations, businesses, city departments and other stakeholders. Works towards increasing the number of residents utilizing Neighborhood Services department programs, and the number of active registered neighborhood groups. Creates targeted outreach plans that include hard-to-reach populations and multi-family communities. Recruits new volunteers and seeks out new grant opportunities.

Distinguishing Characteristics: This position will be focused on the organization of neighborhood groups and neighborhood programming and will be highly focused on departmental external communications, direct community outreach and the development of outreach material with approved templates.

  • Coordinates with the Communications and Community Outreach department to develop print materials, social media ads, web content and other marketing collateral for community outreach and program promotion.
  • Establishes and maintains relationships and partnerships with community stakeholders (i.e. residents, businesses, faith-based communities) that leads to increased departmental program awareness and utilization, more active neighborhood groups, an expanded volunteer base, and additional sponsorships/grants.
  • Facilitates organization and re-organization of neighborhood groups and assists them in identifying challenges, needs, and opportunities for improvement.
  • Attends and presents, when appropriate, at community/neighborhood meetings, community fairs, and other events.
  • Coordinates with other City departments to develop and implement strategic outreach campaigns to bring awareness and increase participation in BEST Neighborhoods programming as well as departmental and City services as a whole.
  • Helps plan and host neighborhood and multi-family community outreach events throughout the year.
  • In conjunction with Neighborhood Engagement Manager, periodically evaluates community outreach efforts, prepare detailed reports to measure impact, and revise outreach campaigns (as needed).
  • Keeps current with new community outreach methods and incorporates new ideas as appropriate.
  • Researches and prepares grant applications.
  • Assists with administering BEST Neighborhoods programs focused on neighborhood engagement, volunteer management, multi-family and hard-to-reach populations.
  • Assists other team members within the division and department with outreach efforts, as needed.
  • Regular and consistent attendance for the assigned work schedule is essential.

Marginal Duties:

  • Performs other duties as assigned.

Typical Decisions: The incumbent determines appropriate methods of communication based on the audience, and decides effective ways to conduct outreach activities including assessments.

Minimum Qualifications:

Knowledge of: Public relations best practices, customer service, public education and outreach, and strategic planning, operating office software for word processing, spreadsheets, and database maintenance.

Skill in: Communicating clearly and effectively both verbally and in writing; excellent project management, customer service, volunteer management, and interpersonal skills with the ability to establish and maintain collaborative working relationships and partnerships with people from diverse backgrounds. Ability to prepare and deliver presentations/trainings, thrive in a team environment, plan special events and measure program impact. Detailed-oriented with the ability to coordinate multiple projects and outreach events simultaneously. Creative and solution driven.

Education: Bachelor’s degree in Communications, Marketing, Public Relations, Community Development or related field. A Certification from Neighborworks or other Community Outreach Certification is desired.


Experience:
Three (3) years of experience in leading community outreach activities including but not limited to: facilitating public meetings, planning and hosting community outreach events, and analyzing data to help determine community needs. Experience persuading others to action and working with hard to reach populations is a plus.

Any equivalent work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.

Licenses and Certifications: Must have a valid Class “C” Driver’s License prior to employment (must obtain Texas Class “C” driver’s license within 30 days of hire per state law).

Conditions of Employment:Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check.

Physical Demands and Working Conditions: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to work in the field hosting events and/or meeting with neighborhood groups, businesses, faith-based organizations, non-profit organizations, etc. The job also includes in the office work where standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

Employees partly work in the field and in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
