City of Pensacola is Hiring a Special Projects Engineering Construction Manager Near Florida, FL

Recruitment Range: $64,854.40 - $75,400 dependent on knowledge and experience

Minimum Preparation for Work:
  • Graduation from an accredited college or university with a Bachelor's Degree in Construction Management, Civil/Structural/Environmental Engineering, Landscape Architecture, and;
  • Five (5) years of pertinent experience in Civil/Site/Utility/Environmental Engineering projects, construction, and project management.
Or
  • Combination of education, training, and/or work experience equal to or greater than the requirements listed above as determined by Human Resources.
Necessary Special Requirements:
  • Possession of an appropriate driver license for equipment operated and any license, training or certification required by law or regulation to complete assigned tasks.
Nature of Work:
This is highly responsible professional and administrative work coordinating highly complex City projects. These special projects are costly, highly visible, are funded by a myriad of sources, and require a breadth and depth of experience to bring to successful completion.
An employee in this class is responsible for planning, directing and coordinating activities to ensure these politically sensitive projects are accomplished within prescribed time frame and funding parameters. Employee shall demonstrate experience in managing grant funded projects and ensuring compliance with grant requirements. Work is reviewed by periodic conferences and/or the evaluation of plans, reports and accomplishments. Works under the general supervision of the City Engineer and acts as a liaison between in-house professional, technical, and clerical City staff, grant providers, consultants, contractors, and City residents. Independent judgment, initiative, and focus on financial stewardship are required.
Examples of Work:
  • Oversees preparation of complete public bid packages for repair/construction of City owned infrastructure.
  • Makes routine inspections of City owned facilities to assess construction and/or repair operations and determine needs.
  • Supervises the construction and controls the budget for major City engineering projects, including the writing of specifications and contracts, and analysis of bids and recommendations and award of contracts
  • Performs preliminary review of assigned projects to identify potential problems and recommend alternative solutions; records existing site conditions; attends preconstruction and in-house design review meetings.
  • Coordinates and oversees contracts with consulting engineers/architects for the production of necessary construction plans and specifications.
  • Reviews and checks construction plans and specifications for completeness and code compliance.
  • Reviews and approves pay requests from both consultants as well as contractors.
  • Acts as a liaison with Federal, State, local and other governmental agencies.
  • Coordinates with City’s Grant Manager to ensure compliance with Federal, States and local laws, statutes, ordinances, and requirements, including but not limited to Davis-Bacon, and Related Acts, National Environmental Policy Act (NEPA), Uniform Relocation Assistance and Real Property Acquisition Act (URA).
  • Prepares and maintains technical and administrative operating records and reports.
  • Assists in the oversight of the construction of City projects, studies, investigations, and surveys to include writing specifications, contracts and coordinating with internal and external contributors to analyze bids.
  • Manages to completion complex projects involving multiple phases, types of construction, and funding sources.
  • Responsible for record keeping and preparation of reports to be submitted to various agencies/grantors.
  • Assists grants office in the production of documents and other backup necessary for grant reimbursement as needed.
  • Performs other duties as assigned.
Knowledge, Skills and Abilities:
  • Knowledge of administrative procedures and departmental rules and regulations.
  • Knowledge of pertinent principles, practices, methods, materials, tools and equipment applied in Construction Management and Civil Engineering and apply principles and practices of , drainage, and roadway design to manage City construction projects
  • Knowledge of pertinent Federal, State and local laws and ordinances governing the activities of the department.
  • Knowledge of approval standards of safety as related to designs and specifications.
  • Knowledge of modern management techniques and methods.
  • Skilled in management of complex, multi-faceted projects, timelines, and processes to ensure on-time delivery.
  • Ability to exercise good judgment in evaluating situations and making decisions.
  • Ability to speak and write effectively.
  • Ability to prepare clear, concise and comprehensive reports.
  • Ability to establish and maintain effective working relationships with associates and the general public.

This “once in a career” project is anticipated to cost $31million and incorporates a myriad of park amenities, stormwater quantity and quality upgrades, and will ultimately be a show piece for the City of Pensacola for years to come.
