Summary

Under the general direction of the Community Services Administrator/Director of Emergency Management, this position supports a variety of complex technical and difficult administrative functions of the City’s Community Services Department, which include, staffing, fiscal budgeting and control, project and contract management, capital planning and any other work as required and related to emergency management response administration and operations.
SUPERVISION RECEIVED:
This position is supervised by the Deputy Community Services Administrator, Administration and/or designee.
SUPERVISION EXERCISED:
The position supervises volunteers and contractors/vendors and as required. Supervision is also exercised over solid waste services contracted personnel either directly or through subordinates including direction to contractors and all contractor agents performing tasks.

Essential Function Duties and Responsibilities

  • Acts with independent judgment to manage comprehensive operations within the department
  • Manages the City’s Solid Waste Services collection contract and serves as the Contract Administrator
  • Independently develops process and direction for the completion of projects.
  • Responsible for recognizing and recommending operational changes to increase effectiveness and efficiency
  • Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submit justifications for staff, supplies, materials and equipment; monitor and control expenditures
  • Accountable for recognizing budget issues and developing corrective action recommendations to ensure fiscal responsibility
  • Responsible for the fiscal control of expenditures in the area of responsibility, ensures responsible spending, adherence to purchasing policies and the efficient use of materials and supplies
  • Assists with the development of long-range plans; gathers, interprets and prepares data for studies, reports and recommendations
  • Prepares and oversees preparation of plan specifications and construction, bid and contracting processes, analyzes and provides proposal recommendations, and project cost estimates
  • Coordinates and conducts various meetings pertaining to constructing projects, community notifications workshops and assists with resolutions and agenda items for Council review and approval
  • Oversees administrative functions of the department including but not limited to; project management, capital projects, payables, administrative support to all division directors and managers and facility upgrades
  • Directs and supervises assigned staff
  • Ensures that project schedules, cost and overall quality performance objectives are met across a diverse range of capital and maintenance improvement projects
  • Coordinates, manages, and monitors the progress of assigned projects and programs at all stages of development to ensure timely/efficient/cost effective projects and performs related work as required.
  • Attends Council and related board and committee meetings as needed and presents staff recommendations, reports and/or responses regarding engineering and construction matters
  • Assist with operational procedures for compliance with FEMA requirements
  • Assists and participates in all emergency operations duties as assigned; including but not limited to: The City’s Emergency Management Plan (EMP), Continuity of Operations Plan (COOP), and updates to the Hurricane Preparedness Standard Operating Procedure (SOP)
  • Updates the City’s internal and external web pages in relationship to all divisions, projects and emergency management
PERIPHERAL DUTIES:
  • May serve as a member on various employee committees
  • This position is considered essential personnel during an emergency and is required to work during emergency response conditions.

Minimum Qualifications

  • Master’s Degree preferred, or
  • Bachelor’s Degree: Public Administration, Business Administration, Project Management, or related field, and
  • Four to five years management and/or supervisory experience, and
  • Additional experience in municipal government and project management, or
  • Any related combination of training, education and experience.

Special Qualifications/Preferences

  • Valid State of Florida Driver’s License with a good driving record
  • This position is considered essential personnel during an emergency and is required to work during emergency response conditions.

Eligibility:Coverage in the City’s group insurance plans begins the first of the month following thirty (30) days of employment.
Health Insurance:Choice of three (3) plans provided through Florida Blue. Employee contributions are required toward the cost of this insurance on a bi-weekly basis as follows

Dental Insurance:PPO plan offered through Humana, provided at no cost
Life Insurance:Two (2) times annual salary up to a maximum of $100,000 provided at no cost
Short Term Disability:Non-probationary employees eligible for 60% of salary up to 26 weeks, provided at no cost.
Long Term Disability:60% of salary up to $5,000 monthly, provided at no cost
Employee Assistance Program: Six (6) visits per calendar year, per issue, provided at no cost.
Wellness Program: Voluntary wellness initiatives that promote and reward health awareness.
Pension Plan:Provided through the Florida Retirement System (FRS). Choice between the Investment Plan with a one (1) year vesting schedule, and the Pension Plan with an eight (8) year vesting schedule. Mandatory 3% pre-tax contribution.
Holidays:Eleven (11) days per calendar year. One (1) Floating Holiday per calendar year.

Personal Leave:Sixteen (16) hours accrued monthly used for vacation, illness, or personal time away from work. Personal Leave is tiered based on years of service and increases overtime.
