• Plans, organizes, supervises, and administers the City's assessment districts, including the Landscape Maintenance Districts (LMD), Community Facilities Districts (CFD), Maintenance Assessment Districts (MAD), and Waterway Assessment Districts (WAD); oversees the work of staff, ensures contractor compliance with agreements; prepares and manages budgets; maintains cooperative working relationships with various district representatives.
• Develops and administers maintenance contracts for the various maintenance districts; ensures contract compliance with the terms of the various maintenance and construction agreements; ensures that any agreements comply with the direction provided by City requirements; evaluates the effectiveness of maintenance contracts; ensures the maintenance and non-encroachment on easements and district property.
• Supervises the work of staff; selects, motivates, and evaluates assigned personnel; provides necessary training; initiates disciplinary procedures as is appropriate.
• Participates in the planning process for new development, including the reviews of all tentative projects, formation documents, tract maps, street plans, grading plans, and building permits as necessary to ensure that all requirements have been met and all clearances have been issued.
• Oversees district formations and long-range planning.
• Oversees the process of parcel assessment estimates; ensures assessment estimates are accurate; submits parcel and other information to the county annually for levy assessment.
• Prepares and administers the budgets for each special financing district; develops forecasts; monitors expenditures and accounts for each of the districts; ensures revenue and expenses are charged to the correct district budgets and accounts.
• Assists in managing the capital improvement projects within the districts; manages the review of landscape and other plans as they relate to the various districts to ensure compliance with City standards' oversees the preparation of conditions of approval for the Development Review committee for projects affecting the districts; attends and participates in Development Review Committee meetings.
• Oversees the plan check and inspection process for new landscape construction; meets with developers and architects on landscape design and construction and district formation.
• Attends a variety of public meetings, including Homeowner Associations, Neighborhood Councils, Committee, and City Councils as necessary; maintains all maintenance district records and files, including design standards, codes, reserve studies, and maintenance manuals.
• Manages staff receiving and resoling service complaints regarding the maintenance of landscape, hardscape, concrete paseos, decorative lighting, drainage, and children's play equipment; addresses and responds to difficult and complex customer service questions, inquiries, complaints, and concerns; establishes and maintains a customer service orientation.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

• A Bachelor's degree in civil engineering, parks and recreation administration, public administration or a closely related field

• Six (6) years experience in Special Financing Districts, including at least two (2) years at a supervisory level

• Possession of, or ability to obtain a valid, class "C" California driver license

This position requires a 12 month probationary period.
