The Principal IT Analyst is assigned to one of the three divisions based on background and experience. Candidates have the option to select which division they would like to be considered for.

This recruitment will result in an eligibility list, which may be used to fill future vacancies within all three (3) IT Departments as they become available.
  • The Eligibility List will consist of both internal and external applicants who meet the qualifications and successfully complete any required selection processes.

The essential functions typically performed by the Principal IT Analyst include the following:
  • Supervises and directs the activities of staff including employee selection, work assignment, performance evaluations, employee development, disciplinary action, and complaint resolution.
  • Provides direction to and supervision over teams engaged in the development, implementation, and maintenance of highly complex systems.
  • Leads, coordinates, and reviews the work plan for projects and systems within assigned team; meets with staff to identify and resolve problems; assigns work activities and projects; monitors workflow; and reviews and evaluates work products, methods and procedures.
  • Analyzes and evaluates existing complex systems; makes recommendations for improvements and enhancements to current systems based upon business requirements.
  • Evaluates and recommends professional consulting services for assigned project areas; participate in the selection of and monitors the work of professional consultants retained for project related studies, reports, and programs.
  • Develops and implements recommendations for new automated systems.
  • Coordinates the testing of new software releases, patches, updates, and other system maintenance; diagnoses and troubleshoots technical and functional problems; analyzes and resolves complex problems.
  • Provides guidance and support for a variety of citywide information technology systems and applications.
  • Maintains and updates citywide information technology systems and applications through programming or the use of the system / application's administrative functions.
  • Defines and develops functional user training requirements; oversees preparation of related training efforts and materials.
  • Provides research, analysis, design, and problem resolution to determine and develop recommendations for best practice information systems solutions.
  • Other duties may be assigned based on assignment.
Education
Bachelor's degree or equivalent from an accredited college or university in Computer Science, Information Technology, or a closely related field. Additional related experience may be substituted for the required education on a year for year basis.

Experience
Five years of experience supporting enterprise information systems, including two years of project lead or supervisory level experience in the direction and coordination of complex projects.
License
Valid California Class C driver's license and an acceptable driving record at the time of appointment and throughout employment.
Special Requirements
Ability to work weekends, evenings and holidays as assigned. 
Desirables
  • Certifications related to project management, information technology, systems, network, or programming.
  • Experience planning for system obsolescence and futureproofing.
  • Experience managing and administering modern Cloud SAAS systems such as Microsoft Office365, Workday HCM and Finance (full suite).
  • Experience managing the support and maintenance of on-premises Microsoft Windows-based systems such as Accela.
  • Experience managing, implementing, and supporting the ServiceNow platform for Portfolio Management, Project Management and Performance Analytics.
  • Background in or working knowledge of government operations and supporting systems, including, but not limited to, Police/Fire Dispatch, Airport Operations, Land Management, Finance, Human Resource Management, Utilities and Public Works.

BACKGROUND CHECK REQUIREMENTS

As part of their duties, Systems Analyst's may be assigned to work in the Ontario Police Department facilities or will have access to Police Department information systems. As a result, employment in this position is subject to the satisfactory completion of a background investigation conducted by the Ontario Police Department. This background investigation will include the passing of a polygraph test. Candidates may be disqualified from further consideration during the background investigation for a variety of reasons including but not limited to: an excessive number of traffic citations and/or collisions; arrests and/or convictions; a history of illegal substance abuse; poor credit history (factors include bankruptcy, foreclosures, liens, repossessions, and recency); or thefts from a previous employer. The following list describes some areas that are covered in the background investigation: 

  • Your relatives, references, and acquaintances are asked to comment on your suitability for this position. 

  • The information supplied regarding your educational history is examined and verified.

  • Your work history and experience are examined with regard to your dependability, relationships with fellow workers, trustworthiness, and general job performance. 

  • Military service records are subject to verification. 

  • The background investigation considers your management of personal finances (however, being in debt does not automatically disqualify you). 

  • Your criminal, driving, and insurance records are evaluated. 

Additionally, Principal IT Analyst's may be assigned to work at the Ontario International Airport Authority (OIAA) and must possess the ability to pass all background/reference checks, knowledge examinations, as well as aptitude tests necessary to obtain and maintain a security badge to access secured areas of the Ontario International Airport. Applicants must pass a Criminal History Record Check (CHRC) and Security Threat Assessment (STA) prior to receiving a security badge.
