General Description

The Director of Public Works directs all strategic planning, project management and operational functions for the Public Works Department at the City of Norwich. Scope of the position includes programs and services for highway, parks and recreation fields, storm sewer maintenance, all municipal solid waste collection and disposal, building maintenance, transfer station, engineering services, vehicle maintenance, management of human resources, and capital improvement programs. Responsibilities include administrative responsibility for new construction, construction and maintenance of drainage, roads and other facilities. The Director of Public Works is also responsible for making difficult public works technical decisions.

Duties & Responsibilities

ESSENTIAL DUTIES

Directs the development, maintenance, and ongoing improvement of all assigned divisions.
Informs City Manager of key issues and accomplishments for all areas of responsibility, including budgets, and established quarterly and annual goals.
Creatively explores, evaluates, plans, and makes recommendations for process improvements and improved public services for the citizens of Norwich.
Provides consultation on new projects and represents City of Norwich viewpoints to outside agencies.
Develops monitors and achieves budget, plans and goals for assigned divisions.
Motivates and develops staff by utilizing performance management, progressive discipline and employee recognition programs.
Monitors and suggests responsive action on pending or existing legislation and regulations impacting The City of Norwich Public Works Department.
Develops and communicates for ongoing productive relationships with the Norwich City Council, and State and Regulatory Agencies.
Ensures adequate training for staff to meet performance expectations.
Meets with supervisors individually and in groups, to discuss, schedule and review the work of the various divisions such as highway, parks maintenance, storm sewer maintenance, recycling, transfer station, and capital improvements.
Conducts on-site inspections of work in progress.
Confers with consultants, contractors, and vendors relative to public works projects.
Investigates drainage and road complaints and responds to issues through conferences, correspondence and telephonically in order to resolve problems and to supply information.
Manages crisis situations such as flooding, disasters or loss of power. Manages snow operations.
Directs on-the-scene activities as needed.
In accordance with City, State and Federal guidelines, and with the assistance of the Director of Human Resources, manages staff including hiring, promotions, disciplinary actions, evaluations, grievance resolution and termination.
Long term budgeting and prioritization of capital needs.
City representation on Southeastern CT Regional Resource Recover Authority (SCRRRA).
Manages all employees of the Public Works Department.
Participates in community-related activities, and represents City of Norwich, as appropriate, with outside Boards and Agencies.
Performs other related duties as assigned.

SUPERVISION RECEIVED
Works under the general direction of the City Manager.
SUPERVISION EXERCISED
Supervises a large department through City Engineer, superintendents, other supervisors and other key personnel.

Qualifications

Bachelor’s degree in civil engineering from a recognized college or university plus seven years of recent progressively responsible public works administration experience including at least three years in a supervisory capacity. Recent is defined as within the last five years. Must be a registered Professional Engineer. If registered in a state other than Connecticut, must obtain Connecticut registration within one (1) year from date of appointment. Demonstrated management and human resource skills. Demonstrated change management skills. Demonstrated commitment to professional development as evidenced by continued education or membership in professional organizations.
Must have a valid CT driver’s license. If licensed in a state other than Connecticut, must obtain a Connecticut License within (6) months of appointment.

    Strong ability to plan, develop, and implement programs for the Department of Public works and to direct the activities of a large number of employees through key supervisors.
    Knowledge of performance management and employee relations principles and practices.
    Knowledge of personal computer systems and operations.
    Strong knowledge of municipal public works functions and services.
    Strong change management, facilitation, and negotiation skills.
    Ability to develop an effective and productive organization to address customer needs and technical requirements.
    Ability to establish and maintain effective working relationships with City of Norwich employees at all levels as well as with customers, suppliers, and relevant external contacts.
    Demonstrated ability to manage projects, plan and budget.
    Demonstrated understanding of organization principles and theory. Ability to set-up and maintain a simple, flexible organization.
    Demonstrated ability to lead, inspire, gain respect, and get maximum work performance from employees.
    Demonstrated willingness to take risks and seek innovative solutions to business issues.
    Demonstrated ability to operate within established policies, practices, and regulations.
    Ability to operate under pressure and not get easily frustrated.

    While performing the duties of this job, the employee occasionally works in adverse outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually loud in field settings and quiet to moderate in the office setting.

    There is a City of Norwich residency requirement. You must reside within the State of Connecticut, 60 miles from Norwich within one year of appointment.
