Job Description

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

JOB SUMMARY:

This is skilled, specialized work managing new construction, maintenance, renovation, construction observation, and improvements of City property, support facilities, buildings, and supporting equipment/machinery: coordinates facility maintenance activities and capital improvements with all City departments.
Work involves responsibility for applying specialized skills, either personally, through the supervision of subordinate personnel or contractors to specific tasks necessary for the maintenance, upkeep, and improvements of facilities within the City.
Plans, directs, and supervises the work of skilled and semi-skilled trade workers engaged in the repair, maintenance, and construction of City facilities, including but not limited to electrical, plumbing, carpentry, and heating, ventilation, and air conditioning. Works with all City Departments to coordinate new construction and capital projects, working in coordination with construction teams, including architects, engineers, and contractors. Ensures a clean, healthy and inclusive environment for City employees and the public.

MAJOR RESPONSIBILITIES AND DUTIES:
Essential Functions:

Supervises professional, maintenance, and administrative personnel; interviews and hires personnel; plans, schedules, and assigns work; ensures workers are instructed in correct methods and procedures and trained in safe operation of equipment; reviews and evaluates employee performance; takes disciplinary action when necessary.

Supervises and participates in the planning of long and short-range goals related to the division; develops, implements, monitors policies and procedures; develops new programs and schedules; establishes project priorities.

Plans, allocates, and monitors time, people, equipment, and other resources for the City to ensure efficient organization and operation, satisfactory work quality, safety, and timely completion of work; ensures all work is performed in conformance with appropriate standards and specifications.

Prepares and presents the annual and capital budget for the division; administers funds for the division; monitors expenditures to ensure compliance with budget.

Researches and develops equipment specifications; prepare bids; meets with vendors to evaluate products and services; recommends and requisitions equipment.
Approves contracted maintenance and repair work; monitor and ensures contract compliance.

Meets with the public to respond to questions and resolve problems concerning the division; investigates, documents, and resolves com-plaints.

Ensures workers maintain a safe work area, follow safety rules and safe work practices, use safety equipment when required, and maintain equipment and tools.
Provides information, advice, feedback, or assistance to supervisors within the division to refine work outputs or re-solve problems; interprets and explains safety rules and regulations and department policies and procedures.

Supervises the purchasing and inventorying of equipment, maintenance, and repair of parts and materials.
Works with Supervisor to organize maintenance and preventive maintenance programs for air conditioning and heat-ing units, electrical work, and plumbing work for all City facilities.

Solicits public bids and schedules/coordinates contractors for building repairs; renovations; capital equipment instal-lations and improvements, i.e., heating and air conditioning repairs; carpentry work, and painting.

Works with Supervisor for procurement, inventory, warehouse, distribution, and cost tracking of all custodial and janitorial supplies for all City departments, purchases materials, tools, and equipment needed for building repairs.

Oversees renovation construction and reviews specifications on projects performed by other departments and con-tracted projects completed by private companies.

Examples of Other Major Responsibilities:

Develops and maintains cooperative relationships with other City divisions and departments, outside vendors, and the general public contacted during work; assists other divisions/departments as needed.

Supervises preparing or preparing reports, papers, and other documents appropriate to the department; maintains and updates records and manuals.

Keeps Director informed of division's activities and problems; provides technical advice to Director in area of exper-tise.

Presents exhibits and recommendations to various committees, commissions, and groups.

Represents the City at meetings and through correspondence with county, state, federal, and agencies.

Responsible for problem-solving unanticipated repairs and deficiencies in a prudent and cost-saving manner.

Attend conferences, seminars, and training to strengthen technical knowledge, business management, and leadership skills.

Maintains various divisional records, including time sheets, data or cost of material and labor, inventory control re-ports, and related documents.

Performs other related duties as required.
