The City of Norfolk's Department of Human Services is seeking a Self-Sufficiency Specialist II for the Self-Sufficiency unit to help individuals and communities become more self-reliant and sustainable. We promote economic independence through assistance with job searches, job development, educational and vocational opportunities, and alleviating barriers to entering and remaining in the workforce.
The Self-Sufficiency Specialist II assesses needs, develops, and implements programs, provides training and education, coordinates resources, and evaluates outcomes. They may also work with government agencies, non-profit organizations, or private companies to promote self-sufficiency initiatives.
Administers resource management by providing resource updates, generating job updates, providing enrollment and attendance information, assisting staff in resolving enrollment/attendance issues.
Manages the delivery of employment and training services.
Facilitates and instructs Job Readiness classes.
Supervises, schedules, assigns, and evaluates subordinates and volunteers.
Demonstrated ability to effectively supervise subordinates and work in a team environment.
Conducts interviews, reviews, and evaluates information from VIEW participants for continued
TANF eligibility.
Manages a caseload of approximately 60-90 or more individuals.
Clarifies regulations by interpreting policies, explaining rules and responsibilities for self-sufficiency reform programs, and providing coaching skills to help customers make a smooth transition to self-sufficiency.
Works collaboratively with other employees and the public to ensure that each customer is served efficiently and effectively.
Serves as a mentor and assists with training of new workers as required.
Assesses customers via telephone or via approved virtual platform.
Education/Experience
Work requires education or training beyond high school graduation or equivalency which provides the necessary knowledge, skills and abilities. Appropriate certification may be awarded upon satisfactory completion of advanced study or training. Two years of experience in eligibility work or related area.
Preferred Education Academic courses or areas of concentration required to perform the required job duties: Human Services, Public Administration, Business, Sociology, or closely related field. Bachelor’s Degree preferred but not required; two years of experience in Human Service, workforce development or job readiness related field.
Additional Information & Requirements
Valid driver's license may be required depending on assignment.
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus.
