GENERAL STATEMENT OF RESPONSIBILITIES Under general supervision, this position oversees, inspects, and monitors the landscaping, irrigations and maintenance needs of the City’s landscaped areas. Serves as a lead worker. Report to the Superintendent of Parks Maintenance & Landscaping.
ESSENTIAL JOB FUNCTIONS Inspects and services the City’s automatic underground irrigation systems to include but not limited to the fountains at City Center, Newport News Park, Christopher Newport News Park and Police Headquarters as well as the Biofalls system at Newport News Park. Oversees, inspects, and monitors the landscaping, irrigation and maintenance needs of the City’s formally landscaped areas. Maintains complete and accurate records related to assigned work including work performed and documentation site conditions, problems, and solutions. Orders supplies as necessary. Assists with implementation of the division’s EMS program as it applies to irrigation and fountain system operations. Performs other duties as assigned.

REQUIRED KNOWLEDGE · Irrigation System Maintenance –Thorough knowledge of irrigation and fountain systems operation, programming, design, maintenance, and seasonal adjustments. Thorough working knowledge the current industry’s irrigation system brands. · Equipment Operation – Thorough knowledge of the proper procedures for operating, inspecting, and maintaining assigned equipment. · Safety - Knowledge of related occupational hazards, safety precautions, and safety regulations.
REQUIRED SKILLS · Interpersonal Relationships/Customer Service – Develops and maintains cooperative and professional relationships with employees, representatives from other departments and organizations, and the public. · Judgement/Decision Making –Uses logic and reasoning to understand, analyze, and evaluate situations and exercise good judgment to make appropriate decisions. · Time Management - Plans and organizes daily work routine. Establishes priorities for the completion of work in accordance with sound time-management methodology.
REQUIRED ABILITIES · Manual Labor - Ability to perform heavy manual labor for long periods of time, and in all types of weather conditions. · Communication – Ability to communicate ideas effectively. Ability to listen and understand directions, information and ideas presented verbally and in writing. Ability to handle a variety of customer service issues with tact and diplomacy in a confidential manner.
EDUCATION AND EXPERIENCE Requires a Bachelor’s Degree in Horticulture, Landscape Design and Contracting, or a closely related field and 3-5 years of directly related experience, or an equivalent combination of education and experience. Lead or Supervisory experience is preferred.
ADDITIONAL REQUIREMENTS Acceptable general background check to include a local, state, and sex offender registry check and a valid driver’s license with an acceptable driving record. This position requires pre-employment medical evaluation. Certification in Horticulture, Grounds Management, Virginia Sports Turf Management, Crew Chief, VA Department of Agriculture and Consumer Services, Commercial Pesticide Applicator, or International Society of Arboriculture is preferred.
PHYSICAL REQUIREMENTS · Tasks require the regular and, at times, sustained performance of moderately physically demanding work. · Some combination of climbing and balancing to include climbing ladders, stooping, kneeling, crouching, and crawling. · May involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds). SENSORY REQUIREMENT · Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. · Some tasks require the ability to communicate orally. ENVIRONMENTAL EXPOSURES Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, wetness, humidity, temperature and weather extremes, hazardous materials, traffic hazards or toxic agents.
