ABOUT THE POSITION:

The Associate Engineer position with the City of Monterey is a pivotal role within the municipality's engineering team. As an Associate Engineer, you will contribute your expertise under the supervision of senior engineering staff, playing a key role in the planning, design, and implementation of various projects. Responsibilities include conducting research, preparing engineering plans, specifications, and cost estimates, and collaborating with diverse stakeholders such as project managers, contractors, and regulatory agencies. The position involves a hands-on approach to project management, overseeing activities from conception to completion. The Associate Engineer is integral to ensuring the successful execution of public works projects, contributing to the city's infrastructure development and maintenance. This role requires a combination of technical proficiency, project coordination skills, and a commitment to enhancing the community's overall infrastructure and public services. 

CASH HIRING INCENTIVE: $12,000.00 annual cash bonus per year paid quarterly.

Application Process
A limited number of applicants who clearly show that they most closely meet the needs of this position in terms of training, experience, education, and other job-related characteristics will be accepted to participate in the selection process. This process will include evaluation and initial screening of the standard on-line City application to determine which candidates progress to the next phase of the recruitment process. The subsequent selection process may include a written test/written exercise, performance exercise, panel interview, and a final departmental interview. As a condition of employment, the selected candidate may be required to successfully pass a physical exam including a drug screen, a Livescan fingerprint background check, and a reference check. The Human Resources Department reserves the right to make changes to components of the examination process.Candidates who successfully complete all phases of this recruitment process will be placed on an eligibility list. The eligibility list is active for 12-months and may be used to fill additional positions including lower-level positions determined to have similar duties and requirements.

The City of Monterey does not discriminate on the basis of race, color, religion, sex, sexual orientation, gender identity or expression, national origin, age, disability, veteran status, marital status, or based on an individual’s status in any group of class protected by applicable federal, state or local lawSUMMARY: Under direction supervises and performs complex professional civil engineering work; and does related work as required.Duties may include, but are not limited to, the following: Prepares and supervises preparation of engineering plans, calculations, cost estimates and specifications for the construction of streets, storm drains, sewers, buildings, parks, harbor projects, street lighting, traffic signals and other facilities; assists and directs subordinate staff member on difficult engineering problems; reviews plans, calculations, cost estimates and specifications for City projects prepared by consultants; checks plans, calculations, cost estimates and specifications for accuracy of design and completeness, and makes suggestions for revisions and improvements; coordinates engineering work with other departmental sections and divisions; reviews plans for subdivisions and other private developments; trains, supervises, and evaluates subordinate personnel engaged in drafting and engineering activities; meets with City, State and other officials to resolve problems affecting engineering projects; prepares and compiles engineering and special reports; writes and reviews property and right-of-way descriptions; provides information to the public on department operations for current and proposed projects; may represent department, as assigned, at Board and Commission meetings; attends meetings and conferences.Any combination of education and experience that would be equivalent to the following:
Experience: Three years of responsible experience in civil engineering.
Education: Equivalent to a Bachelor's Degree from an accredited college or university with major work in civil engineering.
License or Certificate
 
Possession of a valid Certificate of Registration as a Professional Engineer in the State of California in one of the following disciplines: Civil, Environmental, or Traffic Engineering is required. A valid California driver license is required at time of appointment. KNOWLEDGE AND SKILLS:  
Knowledge of: Municipal public works planning; design and construction principles; civil engineering and hydraulics practices; topographical, cadastral and construction surveying.
Ability to: Prepare, review and supervise preparation of plans and specifications, engineering calculations and cost estimates; prepare comprehensive reports; direct and supervise effectively the work of subordinate engineering personnel; experience with computer aided drafting (AutoCAD) I highly desirable
Environmental Elements
Employees work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.DISASTER SERVICE WORKERS:All City of Monterey employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
