The Community Development Program Specialist I/II is responsible to perform a variety of analytical duties in support of Housing and Homelessness related programs. Under close supervision, responsibilities can include work involving technical and analytical research of affordable housing and community development programs and projects, including but not limited to homeless, community, and housing development programs; and to initiate and maintain contact with property owners, residents, organizations, and governmental entities involved in these programs.

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS

Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

Provide analytical support to the Community Development Manager.

Assist in the preparation of the division budget.

Assist in the preparation of annual reports and funding applications.

Provide statistical methodology for major projects.

Coordinate informational seminars and workshops.

Prepare data and reports for citizen committees, including the Economic Development Loan Committee and Citizens Housing and Community Development Committee.

Assist in the marketing of community development programs administered through the Housing and Neighborhoods Program Office; write and prepare brochures and flyers, video tape segments, and newspaper and magazine advertising copies.

Assist in monitoring Mortgage Revenue Bonds and other tax-exempt financing.

Monitor small-business loans, nonprofit organizations, and other governmental entities for proper expenditures according to loan or grant agreements and federal regulations.

Implement the Affordable Housing Task Force and Housing Trust Fund.

Develop and maintain automated systems for compilation of economic data, housing data, and participant files.

Monitor the low-income benefit and the effectiveness of existing community development programs; recommend the addition, expansion, or modification of programs and public outreach to respond to diverse and changing community needs.

Review and analyze proposals and make funding recommendations.

Advise prospective first-time home buyers about the availability of federal, state, and local housing programs.

Prepare and/or update policies and procedures of existing community development programs.

Assist residents with relocation under the Housing Rehabilitation Program.

Assist with loan package preparation to applicants under the Small Business Loan Program.

Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.

Observe and maintain a safe working environment in compliance with established safety programs and procedures.

Marginal Functions:

Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Community Development Program Specialist I
Knowledge of:
Effective communication skills with a diversity of clients.
Technical report writing procedures.
Basic statistical and record keeping methods.
Basic principles and practices of small business operations.
Pertinent federal, state, and local laws, codes, rules, and regulations.
Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
Ability to:
Gather data and prepare recommendations
Prepare statistical charts, graphs, and exhibits.
Deal effectively with individuals from a variety of ethnic and socio-economic groups.
Prepare and present reports for public meetings and funding workshops.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.

Experience and Training Guidelines
:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience
:
Two years of increasingly responsible experience in finance, community development, or a related field. Experience in housing programs is desirable.

Training
:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in finance, business administration, public administration, or a related field.

License or Certificate
:
Possession of, or the ability to obtain, a valid California driver's license.

Community Development Program Specialist II
In addition to the qualifications for the Community Development Program Specialist I:
Knowledge of:
Principles and practices of loan packaging and underwriting.
Principles and practices of contract monitoring.
Principles and practices of budget preparation and administration.
Ability to:
Organize and implement comprehensive reports and community development programs.
Interpret and apply federal, state, and local policies, procedures, laws, codes, and regulations.
Analyze pro formas and financial statements.
Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Two years of increasingly responsible experience equivalent to Community Development Program Specialist I with the City of Modesto.
Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in finance, business administration, public administration, or a related field.
License or Certificate:
Possession of, or the ability to obtain, a valid California driver's license.

PHYSICAL AND MENTAL REQUIREMENTS

Mobility: frequent use of keyboard; frequent sitting for long periods of time; occasional bending or squatting. Lifting: frequently up to 25 pounds; occasionally up to 50 pounds. Vision: constant use of overall vision; frequent reading and close-up work; frequent color and depth vision. Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching. Hearing/Talking: frequent hearing and talking, in person and on the phone. Emotional/Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone. Environmental: frequent exposure to computer noise.

WORKING CONDITIONS

Work is performed in a typical temperature-controlled office environment subject to typical office noise and environment. Some work may occur at remote locations. Positions may require occasional overtime and weekend work and travel is rare.
