CITY OF MESQUITE is Hiring an Utilities Systems Analyst Near Mesquite, TX

Salary: $53,885.27 min - $67,356.58 midpoint annual (Depending on qualifications) 
Provides data analysis and support for the Automated Metering Infrastructure, Meter Data Management System, Automatic Meter Reading, Customer Information System, and other systems utilized by the Utilities Division.
SUPERVISION
General supervision is provided by the Manager of Utilities.
  1. All behaviors comply with the Code of Conduct and Rules of Behavior outlined in Chapter 8 of the General Government Policies and Procedures Manual.
  2. Analyzes and prepares data for operational programs, including Advanced Metering Infrastructure (AMI), Automatic Meter Reading (AMR), and Meter Data Management (MDM).
  3. Tracks, monitors, and analyzes system performance. Develops and recommends operational improvements. Provide efficient and effective system information to prioritize various incidents and service requests for field personnel.
  4. Conducts in-depth analysis of meter performance, consumption, and usage, and data analysis for billing accuracy through validation, estimation, and editing of meter data.
  5. Researches, evaluates, and implements new technologies and meter management tools and recommends improving meter and billing accuracy. Provides advice, guidance, and counsel to the department director, division manager, and field supervisors on technology implementation and software upgrades. 
  6. Assumes the main point of contact role between system stakeholders and/or vendors to resolve data interactions or system conflicts. 
  7. Develop reports using system data to provide information to both the operations and management teams.
  8. Research new products, practices, procedures, and alternatives to provide feedback and training to utility staff to improve effectiveness and efficiency. 
  9. Work with operational units, stakeholder groups, and other departments to develop business requirement documents. Translate business requirements into detailed functional specifications for system configuration and create support, communication, and training documentation.
  10. Coordinate with Utility Billing to research and resolve customer issues regarding usage or billing anomalies. 
  11. Assign user role permissions for utility software systems and maintain a schedule of users and permissions granted.
  12. Establish training materials for software systems and coordinate regular training classes to ensure all system users are adequately trained.
  13. Work with functional leads on submitting support tickets to software vendors and monitor all open support tickets to ensure issues are resolved promptly.
  14. Adheres to assigned work schedules outlined in city and department attendance policies and procedures.
EDUCATION
 
Bachelor’s degree from an accredited college or university with major coursework in geographical information systems, communications, development or business analytics, program evaluation, management information systems, or closely related fields.
 
EXPERIENCE
 
At least two years of work experience in Systems Administration, Information Technology, Customer Information Systems, Utilities Billing or Metering Systems, or closely related experience. 
At least two years of experience in fostering and maintaining collaborative relationships with staff at all organizational levels is required.
 
LICENSES AND CERTIFICATES
 
Must obtain a Texas Commission on Environmental Quality (TCEQ) Class D Water Operations License within 15 months from employment.
Possession of a valid driver’s license.
WORK SCHEDULE
Monday-Friday, 7AM-4PMThis position does not require a physical for employment.
