City of Mesa is Hiring a Housing and Community Development Assistant - Grant-Funded Near Mesa, AZ

The current vacancies are grant-funded positions. These positions are federally funded. Classifications receive employee benefits, but these classifications have been designated as non-classified, non-merit system, at-will positions.  
First review of applications will be on Monday, January 29, 2024, and weekly thereafter until filled. 
A Housing and Community Development Assistant performs paraprofessional administrative tasks associated with the City’s Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Shelter Grant (ESG), Economic Development Imitative (EDI) and Human Services programs.
 Work Includes assisting with preparing the annual funding application process for federal and local funds; assisting in determining funding allocations on federal and local application eligibility and the implementation of approved projects; assisting the Housing and Community Development Specialist with conducting research to gather relevant information related to best practices, community development trends, and implementing tracking mechanisms for projects undertaken with CDBG, HOME, ESG, EDI, and Human Service funds; setting up project files; coordinating with other City departments for construction or housing rehabilitation projects; assisting in monitoring sub-recipient agencies; assisting in preparing and collecting data for the Annual Action Plan (AAP) City’s annual Consolidated Annual Performance Evaluation Report (CAPER). And assisting in the preparation of reports, presentations, and documents related to CDBG, HOME, ESG, EDI, and Human Services programs. Provide administrative support to Housing and Community Development staff, including scheduling meetings, updating forms and templates, program and organizational materials, and managing correspondence. Respond to general inquiries from community members, stakeholders, and the public related to HUD and locally funded projects and activities.
Progression from a Housing and Community Development Assistant to Housing and Community Development Specialist is accomplished through a noncompetitive criteria-based promotional process. The employee must be employed a minimum of one year as a Housing and Community Development Assistant and successfully complete the City’s initial probationary period. In addition, the incumbent must meet the specific criteria-based promotion requirements, and meet the minimum qualifications of the Housing and Community Development Specialist classification. This class is supervised by the Housing and Community Development Administrator and/or Coordinator through conferences, meetings, written reports, and results achieved. This class is FLSA nonexempt. Minimum Qualifications Required. Any combination of training, education, and experience equivalent to graduation from high school or GED, and good (1 - 3 years) experience with federal grant programs, such as with the CDBG, HOME, ESG, EDI, and other comparable Human Services federal programs.
Special Requirement. Must possess a valid Class D Arizona Driver's License by hire or promotion date.
