Job Description

Under administrative direction, the Assistant Director of Public Works is responsible for assisting the Public Works Director in supervising, directing, managing and overseeing all the activities of assigned functions within Public Works Operations. The Department of Public Works includes the Divisions of Solid Waste, Renewable Resources, Keep McAllen Beautiful, Street Maintenance, Drainage, Fleet Operations and Material Management.

Job Responsibilities

1. Plans, conducts, operates, and evaluates all aspects of the Public Works functions.
2. Reviews, evaluates, and documents the system of internal accounting and administrative controls for the safeguarding of the Public Works assets and recommend as appropriate any changes to strengthen internal controls after consulting with the Public Works Director.
3. Supervises the development and administration of the annual budget for all fourteen Public Works departments within the General Fund, Sanitation Fund, Sanitation Depreciation Fund, and Internal Services Funds.
4. Reviews and approves daily journal entries in absence of Deputy Director.
5. Addresses issues and provide guidance to support staff on operational processes.
6. Contributes in the development and implementation of goals, objectives, policies and priorities for Public Works programs and projects.
7. Monitors and evaluates the level of efficiency and effectiveness of service delivery methods and procedures, and conducts a variety of organizational studies, investigations and operational studies; recommends modifications to Public Works programs, practices, policies and procedures.
8. Assist in selecting, training, motivating and evaluating Public Works personnel; including, but not limited to the development, management and implementation of a department wide safety program.
9. Oversees the completion of Public Works capital improvement projects.
10. Provides staff support to various city departments, a variety of boards, city commission, neighborhood groups, special interest groups, and other agencies; attends and participates in professional group meetings; responds to and provides responses to citizen inquiries, complaints, and requests for service; prepares reports and correspondence as required.
11. Explains, justifies and defends Public Works programs, policies, practices, and activities; negotiates and resolves sensitive, significant and controversial issues.
12. As directed by the Director of Public Works, provides staff assistance to the City Manager, Assistant City Manager, City Engineer and City Commission.
13. Serves as the Deputy Director of Public Works in their absence.
14. Performs other job related duties and responsibilities as needed to meet the overall department goals and objectives.
15. Assists the Deputy Public Works Director and Director in managing Public Works response during emergencies, times of crisis, inclement weather, etc. as needed, including through the Public Works Emergency Response Team.

Knowledge, Skills and Abilities

Minimum Requirements
  • 1. Position requires a Bachelor’s Degree from an accredited college or university in Public Administration, Engineering, Business Administration, or a work-related field.
  • 2. Position requires a minimum of seven (7) years of progressively responsible work experience. Related work experience in municipal government experience preferred.
    3. Computer knowledge of financial accounting software required.
    4. Must possess a valid Texas Class C Driver's License.

    Physical Requirements

    1. Employee operates in an office environment and exerts up to 10 lbs. frequently and 20 lbs. occasionally handling file boxes and other office equipment.

    Additional Information

    1. This position has direct supervisory responsibilities over 30 employees and indirect supervisory responsibilities over 200 other employees.
    2. This position is a safety sensitive position subject to random drug and alcohol testing.
