Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.
Under administrative direction incumbents at are expected to perform a wide variety of routine and moderately difficult engineering technician functions in construction inspection,
engineering permitting, design and construction, transportation engineering, records management support divisions.
Work direction is typically received from City Engineering staff, supervision may be received from Senior Civil Engineer.
DISTINGUISHING CHARACTERISTICS
The Engineering Technician is distinguished from the professional Engineer by its absence of requirement of formal education as a civil engineer and by generally narrower specialization in any engineering activity.

Representative Duties

This section contains a list of duties that are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties
from those set forth to address business needs and changing business practices.

  • Perform engineering drafting and mathematical calculations for public works projects.
  • Assists with permit processing and issuance for land use, encroachment, transportation and/or other permits.
  • Assists in the planning of assigned division engineering projects and grants.
  • Coordinates work with outside agencies and organizations
  • Writes receipts and logs entries into databases.
  • Assists in monitoring and tracking streetlight repair and replacement.
  • Composes correspondence and other written materials
  • Assists in the construction inspection of roads and road-related structures for compliance with applicable regulations and ordinances.
  • Conducts background research and compiles support documents for meetings and presentations.
  • Assist the public in the office and in the field by answering questions regarding City regulations, ordinances, public records, rules, maps, and the status of projects.
  • Prepare and keep up-to-date maps, documents and records.
  • Calculates areas, volumes, construction quantities and prepares pay estimates.
  • Maintains engineering documents and records on traffic collisions, street lighting areas, striping, traffic signs and signals.
  • Performs basic to intermediate level computer aided drafting, design work, map checking and geographic information systems applications to collect and analyze data.
  • Completes speed and delay studies and computes signal warrant and priorities.
  • Performs map review on subdivisions of property to verify property line and related calculations and completion of requirements.
  • Makes preliminary inspections on projects and assists in inspection road, road-structure, drainage and flood control construction and drainage projects.
  • Conducts studies and prepares reports on specific problems concerning such items as road location, drainage and storm sewers.
  • Gathers information relating to high collision locations, assists with traffic estimates and forecasts, intersections channelization and signal installation and timing.
  • Analyzes and generates reports related to tests, inspections, and studies.

Qualifications/Education/Experience

EDUCATION AND EXPERIENCE
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:


Education:
Possession of a high school diploma, G.E.D. equivalency or high school proficiency certificate and completion of at least 15 semester or 20 quarter units from an accredited college or university which includes coursework in the following subject areas: math, science, computer science and/or other related technical engineering curriculum.

Substitution for Education (All levels):
One (1) year of work experience comparable to work of the Engineering Technician may be substituted for the required college units.
OTHER REQUIREMENTS:
Must possess a valid California driver’s license; ability to pass a pre-employment physical examination, including drug screen, and a background check through livescan.
QUALIFICATIONS:
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time to successfully perform the assigned duties.
Knowledge of:
  • Mathematics including algebra, geometry and trigonometry.
  • General science
  • Common scales of weight and measurement
  • Safe working methods
  • Manual and/or computer aided drafting methods.
  • The physical properties of construction materials and soils
  • Fundamental surveying procedures
  • Approved practices used in the construction.

  • Work in inclement weather and traverse uneven/rough terrain
  • Learn computer related engineering software.
  • Apply basic engineering principles and critical thinking skills to resolve technical questions.
  • Read and interpret plans and prepare maps, blueprints and sketches.

SELECTION PROCESS


1. Application Filing and Evaluation

2. Supplemental Questionnaire: Applicants will be required to complete a supplemental questionnaire at the time of application filing. Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.
3. Written Assessment: Candidates who clearly demonstrate that they possess the minimum qualifications will be invited to take a computer based test designed to evaluate applicants knowledge and abilities outlined in the Qualifications section of the job announcement. (Weighted 100%)

CURRENT BENEFITS
Retirement: California Public Employees' Retirement System (PERS) and Social Security.

  • Classic Members – Retirement formula of 2% at age 60 with a 3 year final compensation period. Effective January 1, 2020, Classic Members contribute 7% toward retirement.
  • New Members – Under the new pension reform law, Public Employees' Pension Reform Act (PEPRA), effective 1/1/13 those defined as New Members of PERS are eligible for the 2% at age 62 retirement formula with a 3 year final compensation period. New Members are required to contribute towards pension; effective July 1, 2023 the contribution rate is 7.75%.
Deferred Comp: The City makes available a 457 deferred compensation plan (ICMA) for employee contribution.

Vacation: Twelve working days vacation for the first four years of service. Maximum 25 days annually after 20 years of service.

Holidays: Thirteen and one-half days per year and nine days of floating holiday time.

Sick Leave: Accrued indefinitely at the rate of one day per month. PERS service credit for unused sick upon service retirement.

Longevity: 2% at fifteen (15) years of service.

Bilingual Pay: $150 for one language and $250 for two or more languages.

Health Insurance: The City offers coverage via CalPERS Health. Effective 1/1/24, the City contributes $902.42 for employee, $1,808.90 for employee 1, and $2,385.67 for family coverage with the employee contributing a portion of the monthly premium. Please see the MOU for complete details.
Dental Insurance: The City pays 100% of the premium for dental coverage for the employee and dependents. Dental plan includes orthodontic coverage.
Vision Insurance: The City pays 100% of the premium for vision coverage for the employee and dependents.
Life/Disability: The City pays the premium for life and disability insurance for the employee only. Life insurance benefit is 2x annual salary up to $200,000. Voluntary, supplemental plan available for additional life insurance.
Health Club Reimbursement: The City pays up to $50.00 a month for health club membership.
Training/Education Expense Reimbursement: The City pays up to $1000 per fiscal year. See MOU for details.
Education Pay: The City pays $150/mo for AA/AS degree and $200 for BA/BS degree for degrees not required as minimum qualifications for the position.
Uniform/Safety Shoes Allowances: $600 for uniform, up to $300 for safety shoes reimbursement annually for eligible positions as outlined in the MOU.

Water System Education Incentive: See MOU for full description & listing of eligible job classifications

Water Distribution - 2.5% for D-2 or 5% for D-3
Water Treatment - 5% for certification above requirements, as outlined in the MOU

Lab Director Assignment 7% for eligible employees while serving in the assignment
Flexible Staffing: Water Treatment Plant Operators positions are flexibly staffed and flexing can occur within the guidelines as outlined in the MOU.
Shift Differential - WTP Operators: $10/shift for 2nd shift or $12/shift for 3rd shift, .25/hr for overtime
