The Director of Court Administration position is the department head for Municipal Court and serves as Clerk of Court and reports directly to the City Manager and takes directives from the Chief Judge. The Municipal Court is a limited jurisdiction court responsible for traffic and local ordinance violations, certain misdemeanor violations of shoplifting and possession of marijuana, civil penalty violations of parking, photo-enforced red-light/school bus violations and revenue recovery including state tax refund interception. The position is responsible for providing leadership and management of non-judicial activities of the court through directing the Deputy Court Administrator, Senior Deputy Court Clerk and Probation Officer Supervisor in overseeing multiple aspects of court operations.This position manages, directs, evaluates and coordinates activities of six divisions comprised of 15 employees assigned to Clerk of Court, Civil Penalty Division, Revenue Recovery Unit, Court Services, Prosecutor and Probation offices.Responsibilities involve interacting and coordinating with top-level management personnel of other city departments, judge, prosecutor, other government, non-governmental and quasi-governmental agencies.Work is performed with considerable independence and initiative.

  • Perform official Clerk of Court duties related to overseeing the office of the official depository of court records and functions.
  • Provide information, analysis and recommendations on administrative matters for the Chief Judge and performs related work as necessary.
  • Primary responsibilities include ensuring all assigned subordinates complete case processing according to established guidelines, regulations and daily productivity standards; ensures the court records management system/network is fully operational, and fiscal management controls for court fine collections are monitored and maintained.Responsible for developing reports that target key court functions in order to monitor productivity, cost efficiency, and identify other problems and forecast future department requirements. Must be able to make accurate decisions governing bench warrant issuance and recall to prevent false arrest, avoiding possible litigation and other issues.
  • Establishes performance expectations, directs and supervises staff engaged in case management from inception to disposition for traffic violations, shoplifting, possession of marijuana, local ordinance violations; civil penalty enforcement (parking, photo-enforced violations of red-light and school bus passing), court services (by providing specialized court related activities such as indigent defense services for counsel and modification of fines to community service) indigent defense, language/hearing interpreters, and probation supervision. Plans, organizes, assigns and controls work productivity within prescribed time lines of final case disposition with Georgia Department of Drivers Services and Georgia Crime Information Center.
  • Performs personnel management functions. Training needs are assessed by this position and approves recommendations from the Supervisor as necessary. The employee reviews the training progress of all new employees and works with the Supervisor to make adjustments to substandard work or production. The director is responsible for all human resources management in the courts including selection, training, development, counseling court employees, conducting performance evaluations, and placing into effect any disciplinary action necessary, including dismissal.
  • Provide direct supervision and compliance with state regulations regarding add-on fees and distribution to various state and county entities.
  • Ensure court calendars are established in effective and efficient manner to enable prompt adjudication.
  • Monitor legislation matters affecting the operations of the court and implement changes upon final adoption by State and/or city officials.
  • Establishes and monitors ethical standards for non-judiciary personnel.
  • Under direction of the Chief Judge, formulate and implement court policies and procedures as required by law.
  • Development, management, and administration of annual operating budget for the court.
  • Executes procedures controlling a $3.5 to $4 million cash receipts system and tracking of cash bond activities.
  • Responsible for the design, implementation, and management of court software.
  • Attend state-mandated continuing education training associated with position; monitors compliance of mandated training for Chief Judge and Associate Judges, probation staff, all other employees accessing/handling of records through Georgia Crime Information Center.
