City of Maitland is Hiring a PLANNER II Near Maitland, FL

The job description does not constitute an employment agreement between the employer and the employee and is subject to change by the employer as the needs of the employer and requirements of the job change.
Performs a variety of professional, administrative and technical work coordinating, administering and managing the implementation of the City’s Comprehensive Development Plan, Land Development Code, master plans and general planning projects, as well as development and redevelopment projects. Works under the general supervision of the Community Development Director, or designee.
This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.Performs advanced professional planning work participating in a variety of assignments in the Community Development Department, which may include, but is not limited to, reviews application requests for various development projects, such as re-zonings, variances, Land Use Amendments and development plans for consistency with policies and ordinances.
Acts as case manager for development projects; coordinates comments; oversees approval and processing of final documents.
Makes presentations to the Planning & Zoning Commission and/or other Advisory Boards regarding development proposals; prepares associated staff reports and presentations; reviews final documents; and provides professional technical advice and recommendations to key Staff, advisory boards and Council, as necessary.
Researches and develops amendments to the Land Development Code; coordinates and prepares staff reports; maintains list of potential amendments to the LDC.
Reviews and approves applications for various permits such as building, signs, fences, events, business licenses, etc. Assists callers and visitors with questions related to the permitting and development process.
Assists in the preparation of agenda items and reports for Planning & Zoning Commission, Development Review Committee, Technical Review Group, Board of Zoning Adjustment, Council and other groups as deemed necessary on development plan issues and re-zonings; makes presentations to the Planning & Zoning Commission or other applicable advisory boards.
Assists the public, staff and developers on matters pertaining to development, zoning regulations and annexations.
Serves as project manager on projects with consultants and staff teams for departmental projects only. Directs the work of consultants on special projects; develops RFPs, RFQs, and final contracts; manages contract payments and tracks activity.
Actively participates in the preparation of major policy documents such as land use and growth management plans and area studies; prepares and edits the plan documents; develops land use definitions and development guidelines.
Provides research, advice, and technical support to aid consultants' efforts on multiple projects.
OTHER JOB FUNCTIONS
Serves as a member of various staff committees, as assigned.
Performs other duties as assigned.Comprehensive knowledge of the philosophies, principles, practices and techniques of land use planning, planning research, zoning, and annexations.
Knowledge of municipal planning, Florida landscape principles and practices, and urban design.
Knowledge of zoning ordinances and applications; knowledge of annexation laws; thorough knowledge of site design, bicycle and pedestrian planning; knowledge of transit operations and planning; knowledge of growth management methods and practices; knowledge of principles and practice of community facilitation and conflict resolution.
Knowledge of the use of personal computers and job-related software.
Ability to read and interpret ordinances, statutes, plans, maps, blueprints, etc.
Ability to plan, organize and carry out complex research projects effectively, interpret and carry out assigned projects to their completion.
Ability to plan, organize prioritize and coordinate work to meet time commitments.
Ability to present the results of research effectively in oral, written, and graphic form.
Ability to establish and maintain effective working relationships with associates, municipal officials, representatives of other agencies, and members of the general public.
Ability to obtain a comprehensive knowledge of the Internet, Intranet, and City website.
Skill in using presentation software, graphics and drawings involving drafting, illustrating, mapping, GIS.
Ability to read and understand site plan drawings and construction documents.
Ability to write concisely and to follow appropriate technical formats for reports.
Advanced knowledge of zoning laws, regulations, urban design and comprehensive plans to include their formation, adoption process, and enforcement, planning programs and processes.
Demonstrated skill in operation of the listed tools and equipment.
Ability to accomplish independent research and conduct accurate and thorough research/analysis.
Skill in analyzing facts and exercising sound judgment in arriving at conclusions. Strong organizational skills.
Ability to lead meetings and to communicate effectively, both orally and in writing, with architects, contractors, developers, owners, supervisors, employees, and the general public.
Ability to effectively interact with others and meet multiple deadlines in an environment of rapidly changing priorities.Masters’ degree from an accredited four (4) year college or university with a degree in public administration, planning, landscape architecture or a closely related field with a one (1) year of progressive planning experience; or any equivalent combination of education, training, and experience, or
Bachelors’ degree from an accredited four (4) year college or university with a degree in public administration, planning, landscape architecture or a closely related field with three (3) years of progressive planning experience; or any equivalent combination of education, training, and experience.
Possess and maintain a valid Florida Driver's License.
Possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 within 90 days of employment. There may be additional NIMS required, which will be scheduled by your supervisor.
