Job Description

The Deputy Finance Director performs administrative and accounting work for the City in accordance with policies, ordinances, GASB accounting principles, and other statutory requirements. He or she prepares, examines, and analyzes a variety of financial statements and reports for completeness, accuracy, and compliance and must have strong skills in problem solving, documentation, research, and data analysis. In addition, he or she oversees the work of any subordinate employees. The Finance Director is also required to develop, present, and monitor the yearly budget as approved by the City Commission.
The ideal candidate has a degree in Finance, Accounting or Business Administration with a concentration in finance and accounting with at least ten years of governmental accounting experience and extensive knowledge of GASB principles. He or she should also have at least eight years of supervisory experience. A Masters degree and at least five years of experience at an executive level is preferred. He or she must be detail-oriented, analytical, able to present complex information to small and large groups, and demonstrate proficiency with accounting software and Microsoft Office applications (Word, Excel, and Outlook). 

RESPONSIBILITIES

  • Performs all municipal accounting functions, which includes maintaining all financial records to ensure compliance with federal, state, and local laws and regulations, including GASB principles.
  • Ensures the accuracy of all financial records from the general ledger and subsidiary ledgers and monthly reports and prepares and/or reviews more complex accounting regulations and entries
  • Supervises and controls the expenditure of all funds and examines vouchers, departmental bills, and payrolls for accuracy and availability of funds before payment.
  • Reviews monthly departmental statements of expenditures and unexpended balances and any other internal statistical and financial reports as required.
  • Compiles and submits required reports to state and federal agencies and prepares yearly financial statements for auditors.
  • Ensures proper separation of duties within department and city employees so that proper internal controls are maintained.
  • Manages and oversees finance department staff. 
  • Prepares the annual and midyear city-wide budget which requires cooperative communications among directors and city manager. 
  • Presents the annual and midyear city-wide budget to the City Commission and public in a manner which is clear, concise, and easily understood.
  • Provides accounting information and advice to the City Manager, elected officials, department heads, employees, and the public, as requested.
  • Performs other duties as assigned.

QUALIFICATIONS

  • Bachelor's degree in Finance, Accounting or Business Administration with a concentration in Finance and/or Accounting. A Masters Degree is preferred.
  • At least ten years of experience working in governmental accounting, with extensive understanding of GASB principles.
  • At least eight years of supervisory experience with at least five years at the executive level.
  • Strong computer and internet skills, including Microsoft Office suite.
  • Strong knowledge and skills with creating excel spreadsheets, including the use of complex formulas and calculations. 
  • Proficiency with business applications and accounting software.
  • Excellent communication skills, verbal and written.
  • Ability to speak/present detailed accounting/budget information before large and small groups.
  • Able to manage confidential information appropriately and consistently.
  • Strong attention to detail and accuracy.
  • Strong problem solving and analytical skills.
