Description

The Department of Public Works is seeking a qualified candidate to oversee Department-wide equipment training. The position is responsible for developing and delivering/facilitating training to equipment operators. Assess training needs; and designs and implement training programs to enhance or develop the required skills of employees.
This position requires the possession of a Class A CDL.

Essential Duties

  • Leads/performs Department-wide equipment, tools, job task and emergency related training; oversees specialized technical training program for road maintenance crews which includes roadway, roadside, bridge, etc.;
  • Coordinates and manages the Commercial Driver’s License training program with the City’s contractor, staff, supervisors and managers to include Water Resources;

  • Coordinates or facilitates training classes; creates, assesses and evaluates training programs, and promotes resources for employee professional development in partnership with Operations Support Manager; plans, coordinates, and evaluates the work of Road Maintenance trainers;

  • Works with the Operations Support Manager and Department leadership to assess, create, develop, implement and promote training programs and initiatives;
  • Tracks employee licenses, endorsements, certifications, and trainings; developing and maintaining databases to ensure accuracy; notifies management of potential problems and/or shortcomings;
  • Produces an annual training report;
  • Researches and monitors regulatory requirements that apply to employees and the work of the Department;
  • Collaborates with Department managers and other city Departments to prepare training requests for proposals;
  • Collaborates with Department staff, Risk Management and Human Resources, to incorporate federal, state and City policy and other rules and regulations into the development of training;
  • Maintains confidentiality of all personnel, payroll, accounting and finance records and reports along with any other records, reports and/or information deemed to be sensitive in nature;
  • Performs site visits and training program reviews with similar external agencies and vendors to maintain current industry standard training related to City owned tools and equipment;
  • Occasionally, serves as the back-up to the Public Works Safety Specialist
  • Required to respond to Public Works Emergencies in the appropriate capacity.

Minimum Education and Experience Required

Six (6) years of experience in a Public Works or private road construction and/or maintenance experience; AND two (2) years of experience developing, coordinating, and facilitating training; OR, any equivalent combination of training and/or experience that provides the required knowledge and abilities. Must pass job related tests.

Other Qualifications:

LANGUAGE SKILLS:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. The employee must have the ability to speak effectively before employees, students and organizations.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals is needed to maintain student academic rankings in the various classes. Ability to compute rate, ratio, and averages.
INTERPERSONAL SKILLS:
Ability to communicate effectively with both students, instructors, and staff.
Knowledge of:

  • Sources of training and training materials
  • Training methods and procedures
  • Techniques and strategies in conducting needs and task analysis
  • Education program planning, needs assessment, design and program planning
  • Course design teaching methods and techniques for presenting material
  • Developing and maintaining spreadsheets/databases
  • Interpersonal communications, group process and facilitation skills
  • Excellent oral and written communication skills
  • Program planning skills

Ability to:
  • Safely and proficiently operate equipment associated with Public Works maintenance and construction work including but not limited to dump truck, loader, knuckle-boom, bobcat, excavator, sweeper, snow equipment, bucket trucks, chippers, chain saws, etc.
  • Identify training needs and deliver necessary training
  • Effectively communicate a broad amount of information to a wide variety of audiences
  • Communicate effectively both orally and in writing
  • Plan, develop and conduct training programs and manuals for each piece of Public Works vehicular equipment
  • Prepare and maintain a variety of written and computer-generated training records and technical reports clearly and logically
  • Understand and explain a variety of laws, codes and standards
  • Interpret and apply oral and written instructions

Additional Requirements

  • Possession of a Class A Commercial Driver’s License.
  • A valid Virginia State Driver's License is required with an approved driving record based on the City of Lynchburg criteria

  • A valid State of Virginia Traffic Flagging Card or ability to obtain within 6 months of employment.

  • A valid First Aid Card and CPR card are required or ability to obtain within 6 months of employment.
