Description

Performs difficult professional and routine administrative work assisting in the operation of a medium- size regional secure juvenile detention facility, by performing the following duties.
Normal hours are Sunday - Thursday 1:00 pm - 9:00 pm, but may vary depending on operational needs.
Essential Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES Other duties to provide direct or indirect service to the citizens may be assigned.
•Plans, implements, and evaluates the orientation and initial training program for Operations staff (Custodial, Food Services, and Control Room staff).
•Assists in the selection, supervision, evaluation, and discipline processes for all Operations employees.
•Participates in regularly scheduled emergency on-call duty.
•Conducts tours of the facility for the community, professionals, and/or court ordered youth.
•Makes reports and provides professional information in court proceedings upon request.
•Directs the facility in the absence of the Superintendent and the Assistant Superintendent.
•Coordinates inspections of building with regard to health, sanitation, safety, and security: orders supplies, materials, and equipment for the facility.
•Oversees the security system and practices, and general building and grounds maintenance.
•Supervises and ensures compliance with USDA program; liaison with State Department Program.
•Assists in the development of program policies and procedures and enforces all applicable standards and laws.
•Schedules staff coverage in assigned areas.
•Acts as PREA Manager for Juvenile Detention.
•Develops and implements training schedule for Juvenile Detention staff.
•Maintains staff training records to ensure compliance with annual training requirements.
•Provides cross-training for Juvenile Detention and the Lynchburg Group Home.
•Other duties as assigned.
ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:
•May transport detainees to necessary appointments, other facilities, etc.
•Other duties to provide direct or indirect service to the citizens may be assigned.
•When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
SUPERVISORY RESPONSIBILITIES:
Directly supervises Operations staff (Youth Workers, Relief Youth Worker and Control Room Specialists). Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Minimum Education and Experience Required

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION AND EXPERIENCE
Bachelor's degree (B. A.) from four-year college or university in social work, psychology, counseling or a related field preferred. Considerable related experience providing knowledge of the operations of a juvenile detention facility.
Additional Requirements

Possession of Driver's License issued by Commonwealth of Virginia and acceptable driving record according to City criteria. Prior to employment must have Criminal Record Check and reference checks, driving record check completed, and Child Protective Services check initiated. Prior to onset of employment must have tuberculin and drug screen as part of physical examination.
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.

    Describe your knowledge and/or experience supervising Community Placement Programs, ensuring all components of the DJJ contract are met, including timely reporting of data, attending statewide meetings, and communicating on behalf of the facility.

    What is your knowledge and/or experience working in a six-month (180 days) post-disposition residential treatment program in a secure custody facility?

    Describe your supervisory and management skills, including your knowledge of the Juvenile Justice System.
