The City of Lynchburg Department of Public Works is seeking Engineers to join their team and be part of building and maintaining the Lynchburg community. If you are interested in making a difference in a community then we have a career for you. Responsibilities include:Managing the planning, design, construction, and maintenance of the City's transportation and construction projects such as roadways, intersections, bridges, retaining walls, culverts, buildings and other municipal projects.Salary will be negotiable depending on qualifications and experience.Civil Engineer I payrange - $75,000. - $99,000.Civil Engineer with PE certification payrange - $90,000. - $120,000.The City offers competitive benefits including Parental leave, Virginia Retirement System, medical, dental and vision as well as eligibility for the Public Service Loan Forgiveness Program.   • Plans, coordinates and prepares designs, prepares estimates and specifications for various types of engineering projects such as utility systems, transportation networks, building systems and environmental quality.
  • Reviews plans and specifications for completeness, consistency and accuracy for various structural, environmental, mechanical, civil engineering projects and capital improvement projects.
  • Reviews the work of construction crews and contractors for compliance with plans and specifications. Provides technical assistance as needed.
  • Reviews project budget and monthly Requests for Payments.
  • Provides technical assistance to key project stakeholders.
  • Attends Technical Review Committee meetings as required.
  • Consults with Director and other engineers regarding engineering issues as needed.
  • Works under the direction/supervision of licensed engineer.
  • Visits project sites to gain first hand knowledge of site conditions.
  • Serves as project manager for assigned projects.
  • Reviews ongoing work in field as needed.
  • Monitors projects during construction, reviews shop drawings, checks for compliance to plans and reviews change orders.
  • Develops and manages project budgets and reviews change order requests.
  • Participates in a team-based environment.
  • Prepares reports as required.
  • Participates in training and evaluating personnel, evaluates technical knowledge and ability to follow operational plans.
  • Assists in preparation and analysis of operations and capital projects/needs.
  • Receives and responds to internal and external customer inquiries concerning operations and projects.
  • Participates in the development and implementation of strategies to create and enhance a team-based environment in accordance with the organizational vision.
  • Performs essential job functions as specified in job description.
  • Serves on city-appointed teams.

ADDITIONAL JOB DUTIES

  • Other duties to provide direct or indirect service to the citizens may be assigned.
  •  When unusual situations occur such as snow, ice, wind storms, floods etc. and /or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
  • Conducts property damage surveys and generates cost estimates during natural disasters in conjunction with the Federal Emergency Management Agency and Risk Management.

EDUCATION AND/OR EXPERIENCE

Bachelor's degree (B.S.) from four-year college or university with major work in civil, structural, environmental, facilities or mechanical engineering and experience in engineering design work and construction developmental experience in a professional position.

Knowledge, Skills and Abilities

Ability to establish and maintain effective working relationships with City officials, other public officials, their representatives and city employees. Specific abilities based on assignment:

Engineering Division – Transportation and Traffic – 

Thorough knowledge of the principles and practices of civil engineering as related to the preparation of plans, specifications and designs for traffic operations and transportation construction projects.

Thorough and diversified knowledge of civil engineering as related to construction and highway maintenance activities. 

General knowledge of the managerial principles, practices techniques and equipment to maintain, repair and expand highway systems. 

Ability to apply engineering principles and practices as related to traffic system components and transportation projects. 

Ability to apply local, state and federal transportation and environmental regulations. 

Ability to apply knowledge of permitting processes and requirements for traffic control plans and maintenance of traffic plans. 

Must successfully complete OSHA 10- and 30-hr. training within 6 months of employment. 

  • Possession of National Council of Examiners for Engineering and Surveying based Certification showing the successful completion of the Fundamentals of Engineering Exam within 6 months of hiring, and the ability to sit for the Commonwealth of Virginia Professional Engineer exam within the timeframes set forth at the time of employment.
  • Possession of valid driver's license issued by the Commonwealth of Virginia with an acceptable driving record that meets the criteria of the City.
  • Relevant background checks must be completed and approved.
  • Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.LANGUAGE SKILLSAbility to communicate technical ideas effectively, orally and in writing through the preparation of technical reports. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.MATHEMATICAL SKILLSAbility to apply advanced mathematical concepts required in engineering calculations.REASONING ABILITYAbility to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.INTERPERSONAL SKILLSAbility to use solid interpersonal skills, including conflict resolution skills, for work with citizens, developers, contractors, and other employees.
