DUTIES

ANNUAL SALARY

$84,480(flat rated)
The salary in the Harbor Department is $84,480 (flat rated); $96,402 (flat rated).

  • Candidates from the eligible list are normally appointed to vacancies in the lower pay grade positions.
A Deck Hand performs general maintenance onboard motor vessels both interior and exterior, performs deck work, may operate the helm on a motor vessel; and does related works.

REQUIREMENT(S)/MINIMUM QUALIFICATION(S)

Two years of full-time (or 4,160 hours) paid experience as a deck hand on a motor vessel.

PROCESS NOTES
  • Applicants who lack six months or less of the required experience may file for this examination. However, they cannot be appointed until the full experience requirement is met.
  • A valid California driver’s license is required at the time of filing. Candidates may not be eligible for appointment to these positions if their record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation (such as DUI).
  • Based on City policy and Coast Guard regulations, candidates may be required to undergo a mandatory drug and alcohol screening testing prior to and during employment in this class.
  • Harbor Department Deck Hands assigned to the Port Pilot Division must possess, or be able to obtain, a valid United States Government Transportation Security Administration (TSA) Transportation Worker Identity Credential (TWIC card) at the time of appointment; candidates that cannot obtain the credential will not be considered for employment with the Harbor Department Port Pilot Division.
  • The Harbor Department requires candidates to complete a Coast Guard approved emergency response training course prior to completing probation.

To meet anticipated hiring needs, only a limited number of qualified applicants will be invited to participate in the selection process in the following order: 1) Applicants currently employed by the City of Los Angeles who meet the minimum requirements, or are on a reserve list. 2) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on a random sampling of those qualified candidates. Applications submitted during the filing period may be kept on file in the event that additional applicants need to be tested to meet hiring needs.

SELECTION PROCESS

Examination Weight: Multiple-Choice Test . . . . . . . . . . . . . . . . . . . .100%
The examination will consist entirely of a weighted multiple-choice test administered and proctored on-line. In the multiple-choice test, the following competencies may be evaluated: Judgment and Decision Making; Attention to Detail; Interpersonal Skills; Teamwork; Safety Focus, including knowledge of : safety precautions related to storm warnings, placement of buoys, rigging requirements, proper placement of lines when towing a vessel, and proper use of personal protective equipment (PPE); emergency drill procedures such as crew overboard and abandon ship; fueling the boat in an environmentally safe manner; Job Knowledge, including knowledge of: the different types of knots commonly used in rigging and securing operations; the different types of splices commonly used; methods for securing a vessel to a wharf or another vessel; terminology commonly used in a marine environment; commonly used hand tools; proper cleaning and disposal methods of hazardous materials; navigation principles; proper use of navigation electronic equipment; proper storage methods for storing lines; the various components of a vessel; maneuvering techniques; and other necessary skills, knowledge, and abilities.

The multiple-choice test will be proctored and administered on-line during a single session. Candidates invited to participate in the on-line multiple-choice test will be able to take the test from a remote location (i.e., their home) using a computer with a webcam and a reliable internet connection. Candidates will receive an e-mail from the City of Los Angeles outlining the dates and specific steps on how to take the multiple-choice test on-line. It is anticipated that the remote proctored multiple-choice test will be administered between TUESDAY, JULY 9, 2024 and MONDAY, JULY 15, 2024. Candidates who do not complete and submit the multiple-choice test on-line using a computer by the specified date and time will not be considered further in this examination.
