City of Longview is Hiring an Electrical and Instrumentation Supervisor Near Longview, TX

Direct, manage, supervise and coordinate Supervisory Control and Data Acquisition (SCADA) activities and performs duties of a professional electrical and instrument technician. Construct, deploy, operate, monitor and troubleshoot process control systems (PCS), communications networks, calibrating and maintaining hardware which supports the SCADA system. Install, maintain test and repair Water/Wastewater (W/WW) treatment plant process control systems, equipment and electronic components for the Public Works Department (PWD). Assures compliance with State, Federal and Homeland Security regulations; supervise staff; perform other related duties as assigned.

Maintains and develops electrical and electronic equipment and process control systems, including electronic instruments, monitoring systems; installs, tests, calibrates, maintains and repairs electrical and electronic components and devices; reads and interprets diagrams, schematics and blueprints. Locates and repairs electrical problems in City facilities in accordance with state electrical codes and City policy; works independently, and makes appropriate decisions based on work experience; recommends changes to maximize the effectiveness of electrical systems. Performs maintenance activities within scope of authority, and in accordance with all safety regulations and procedures; notifies supervisors of repair problems beyond the scope of authority. Examines equipment malfunctions and troubleshoots actual and potential problems; examines components to be repaired and determines the proper repair techniques; studies schematics to determine needed repairs or replacement of components; replaces faulty components, and tests finished job to determine system durability. Implements the preventive maintenance program for PWD electrical and electronic equipment and systems; cleans and inspects a variety of electrical equipment; assures equipment functions meet job specifications and technical codes. Documents repair and maintenance work performed; maintains and updates daily log of activities; keeps current on issues and trends in electrical and electronic equipment. Installs, repairs and updates electrical wiring, fixtures, instruments and control equipment; inspects electrical systems and components and makes repairs and corrections as needed. Utilizes proper safety precautions in all work performed; reports safety hazards, equipment problems and emergency situations; responds to emergencies as needed. Manages staff and hiring procedures; plans, prioritizes and assigns tasks and projects; instructs and trains staff, monitors work, develops staff skills, and evaluates performance. Monitors and analyzes workload trends and recommends staffing and assignment adjustments. Provides leadership to assure that projects are completed in alignment with PWD priorities, goals and objectives; provides support services to W/WW Supervisors; resolves installation and maintenance project issues to assure compliance with plans and specifications; evaluates trends, anticipates problems, and develops solutions. Assist in developing department budget; monitors and approves expenditures; analyzes and reports operational statistics, and compiles data for reports. Coordinates with Federal, state and regional organizations, regulatory agencies, and City departments to accomplish SCADA projects; investigates and resolves technical issues. Interprets and explains Federal and state rules and regulations; evaluates and analyzes policies and procedures, and recommends solutions. Writes technical and analytical reports, and makes technical estimates of a specialized nature in connection to assist SCADA projects and regulatory issues. Prepares analytical and statistical reports on maintenance activities. Provides professional expertise in the design and construction of capital improvement projects as well as improving the operations of Water/Wastewater Plants. Develops and determines priorities and resource allocations for maintenance, projects and repair issues. Assures all work sites and program activities are safe and in compliance with all laws, regulations, policies, and safety standards. Assures effective communications of Water and Wastewater issues and ensures resources are at appropriate levels and prioritize. Performs other related duties as assigned or required.

Associate’s degree in Electronics or Instrumentation and two year’s Journeyman Electrician experience; OR three (3) years’ experience in instrumentation and controls.Must possess a valid Texas Driver’s License. Instrument Technician Certificate from International society of automation (ISA). Journeyman Electrician license is preferred.

Work is performed in Water/Wastewater Treatment Plant facilities, remote locations in the Distribution/Collection System, and in a standard office environment. Potential exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions, extreme noise levels, fumes and/or noxious odors, traffic, moving machinery, electrical shock, Arc/Flash, heights, and hazardous chemicals.
