Definition:

This position provides technical expertise for the development, implementation, enhancement, customization, and support of the City of Longmont’s ESRI ArcGIS Enterprise system. The main responsibility for this analyst is to implement, configure, and maintain various technical components of the GIS at the enterprise level to include ArcGIS Server, ArcGIS Portal, ArcGIS Web Adaptor, and ArcGIS Data Store. In addition, the job is responsible for maintenance of ESRI desktop applications, and the cloud-based ArcGIS Online environment, including installation and upgrading, configuration, testing, monitoring, and troubleshooting. This Analyst supports all city operations and programs by providing a state-of-the-art GIS platform that is continuously available, and scalable for existing and new process support. This Analyst also has the responsibility to analyze complex processes, works in cooperation with subject matter experts, identifies areas for improvement, and recommends solutions. In addition, this job performs a wide variety of technical work in data analysis, schema design, data reconciling and posting in a versioned user environment, programming, testing, installation, integration building and maintenance, and maintenance of existing legacy GIS applications and data sets. Ad hoc GIS work request support is also performed to meet organizational needs.

Principal Duties:

· Plan enterprise GIS technology upgrades and manage change without current production environment interruptions. Work with GIS Manager and internal stakeholders to define GIS System Base deployment requirements, plan and establish milestones, and complete implementation within ETS resource abilities.

· Assist the GIS Manager with planning out year enterprise upgrades and technical requirements. Understand GIS Enterprise Architecture and modules and be able to configure components to function as intended and provide an efficient system.

· Monitor enterprise and cloud based ESRI platforms, and use Trust Center and AGOL administration tools to secure items, provide patching solutions, and use compliance data to efficiently administer the city GIS System.

· Provide hands-on support to include but not limited to applying patches, routine maintenance, and upgrades to GIS applications on servers and desktop computers to preserve and continuously improve the stability and availability of the GIS system.

· Assist Enterprise Technology Services, LPC, GIS and NextLight staff in upgrading GIS resources such as Servers, PC’s, and other devices to be compatible with the current plan for the City GIS enterprise, and third-party s/w solutions.

· Prepare program and procedural documentation, training notes, metadata, and SOPs to provide guidance & training for GIS staff and data users. Assist GIS Manager in the preparation and modification of GIS governance and strategic planning for the city enterprise.

· Assist workgroups with the integration of GIS data into workflows supporting the generation of spatial, statistical, and conditional data. Provide support to GIS Manager by troubleshooting existing GIS applications and scripts needing update & repair and create new scripts to support GIS users program and task needs.

· Assist Engineering, Operations, LPC Electric and NextLight staff in the implementation of enterprise tools in sustainment of daily operations, data maintenance and future planning of utility systems.· Work with users to analyze work processes and configure GIS solutions to best serve their spatial data needs. · Create, analyze, and upgrade Arcade expressions and Python scripting for existing and new data integrations, data normalizations, and outputs for ArcGIS, ArcGIS Pro and ArcGIS Online platforms.· Assist in the operations and maintenance of ArcGIS Online and ArcGIS Enterprise Portal. Manage & configure user accounts, roles, groups, and privileges within ArcGIS Online and ArcGIS Enterprise Portal that align with data access needs of the city users and GIS policy.· Creation of hosted feature layer data sets and field map capabilities corresponding with field crew needs. Create and modify Survey123 forms with required attribute collection configurations to support task and program needs.· Work in conjunction with Technology office staff, ETS DBA staff, and other data SMEs within the city to accomplish integration goals and meet the maintenance needs of the city Enterprise GIS.· Assist other GIS staff in managing GIS workload, by completing work requests that are submitted to the GIS office. Support submitted request completion by creating data, layers, data schemas, maps, cloud-based products, conducting field work, and any other products or data research to fulfill customer task and program needs.· Create reports, accomplish data queries, and produce key performance indicators from appropriate data sources as requested by internal leadership & customers. Develop and configure ArcGIS Online dashboards and other products to provide customers platforms to visually access these metrics and data. · Maintain current knowledge of product development for ESRI products in ESRI software to provide technical support to users, development of City GIS applications, and the ability to guide department staff and management relating to trends that will assist in decision making on hardware and software implementation. · Configure and test implementations of new versions of software in test environments and assist in fielding production level versions of solutions.

Working Environment:

Problem-solving skills, customer contact, multiple concurrent tasks. Requires the ability to communicate effectively in English both orally and in writing. Work must be done while working closely with others including both co-workers and users. Frequent light lifting and carrying (up to 30 pounds.), pulling, pushing, reaching, walking, standing, and bending/stooping. Occasional sitting, climbing, twisting, kneeling, squatting, and driving. Periodic travel to other City departments.

Qualifications:

Any combination of education and experience equivalent to the completion of a bachelor's degree from an accredited college or university with major coursework in Computer Information Systems, Geography, Geographic Information Systems, Computer Science, or a closely related field. A minimum 1 years of direct hands-on experience supporting an ESRI Enterprise GIS System, conducting base deployment, configuration, monitoring, and tuning of the enterprise components (ArcGIS Server, ArcGIS Web Adaptor, ArcGIS Enterprise Portal, and ArcGIS Data Store). Must have demonstrated experience with SQL databases, data versioning, Python programming, Arcade expression building, Model Builder tool creation, and data integration.

Special Qualifications: Possession of a valid Colorado Driver’s License.
