The
Electric Utility Technician is a flexibly staffed position allocation. Under supervision, to perform work in the installation, testing, maintenance, calibration, troubleshooting, monitoring, repair and modification of receiving stations, substations, equipment, devices, and appurtenances associated with the City's Electric and Broadband Utility's infrastructure and facilities, such as electric generation metering equipment, transmission, distribution, telemetering, revenue metering, communications and data systems; and to perform other specifically related work as required.
Electrical Utility Technician I: $8,909 - $11,269 per month
Electrical Utility Technician II: $9,552 - $12,090 per month
(May be appointed at either level, depending on candidate's current EUT level and qualifications. If appointed at EUT I level, may be career ladder, at a later date, to the II level, depending on performance and qualifications).
Electrical Utility Technician I – Under immediate supervision, positions in this entry-level job class typically perform progressively responsible duties that constitute on-the-job training in all phases of skilled electrical utility work to gain the knowledge and proficiency necessary to acquire journey-level skills. Incumbents in this entry class will have one (1) year of experience in the maintenance and repair and testing of electrical equipment as a journey-level electrician or journey-level electrical line worker experience.
Electrical Utility Technician II – Under general supervision, positions in this skilled, journey-level job class perform the full range of a variety of technical, skilled and semi-skilled electrical utility duties with complete technical and working knowledge of all devices, equipment, infrastructure, and appurtenances used by the City's Electric and Broadband Utilities. Level II incumbents may assist, instruct, and provide support to entry-level I incumbents in the performance of duties assigned.
ALLOCATION FACTORS: Complexity of duties; level of technical skill utilized; exercise of independent judgment and decision-making; and consequences of decisions made. These positions are flexibly staffed and incumbents at level I are eligible for consideration of advancement to level II after completion of a minimum of two (2) years in their current assignment and satisfactory performance, attainment and demonstration of the requisite knowledge, skills, and abilities, and/or required certification acquired.
Include any combination of training, education, and experience which demonstrates an ability to perform duties of the position. The typical qualifying entrance background is:EDUCATION AND EXPERIENCE: High school graduation or General Education Diploma (GED)
AND
Electrical Utility Technician I: One (1) year of experience in the maintenance and repair, and testing of electrical equipment as a journey-level electrician or journey-level electrical line worker experience.
Electrical Utility Technician II: Two (2) years of experience as a journey-level experience performing related duties and training in advanced substation maintenance. Specialized training or completion of college or trade school courses specializing in power substation and relaying or related electronics or electrical technology field highly desirable.
LICENSE REQUIRED: Possession of a valid and appropriate California driver's license. HAZMAT and Bucket Truck Rescue certifications are required. Possession of rubber gloving certification highly desirable.
KNOWLEDGE OF: Methods, procedures, materials, tools and equipment used in the construction, maintenance and repair of electrical receiving stations, substations, circuit breakers and related equipment and facilities; principles, materials, installation methods, testing, maintenance and equipment operation used in distribution systems; general principles of electrical systems and electrical theory; principles of electrical and electronic repair, maintenance and system design; various electronic components and circuits; basic math; simple recordkeeping; tools used in electrical installation and repair work; electrical and other codes as applicable; constructions and inspection rules; safe work practices; first aid and the methods of applying resuscitation; safety rules and regulations applicable when working on or around energized equipment.
In addition to above, Electrical Utility Technician II: Principles, methods materials and equipment used in the installation, testing, maintenance, operations and modification of electronics equipment; complex principles of electrical and electronic repair, maintenance and system design; computer controlled test equipment; complex control electric and electronic schematics; commercial/residential medium/low voltage electrical service equipment; commercial/residential electrical revenue metering equipment/devices; electrical power distribution system equipment; broadband WIFI communications equipment; advanced System Control & Data Acquisition (SCADA) equipment; and Real Time Automation Controller (RTAC) and digital relay protection solid-state devices.
ABILITY TO: Control, install, maintain, monitor, operate, program, repair, test, and troubleshoot all equipment, devices, and appurtenances associated with the City's Electric and Broadband Utility's infrastructure; use precision instruments and testing equipment to obtain specified performance; use tools and equipment in performing phases of substation maintenance work; use electrical equipment/instruments to locate and repair defects; operate computer-based equipment; write reports and maintain accurate records; communicate clearly and concisely, both orally and in writing; understand and carry out oral and written instructions and directions; read, write and perform mathematical calculations at the level required for successful job performance; maintain control and remain professional and courteous in emergency and other work situations under adverse conditions; operate a vehicle observing legal and defensive driving practices; and establish and maintain effective working relationships with those contacted in the course of work.
In addition to above, Electrical Utility Technician II: General principles of electrical systems and electrical theory; troubleshoot and repair a wide variety of electrical and electronic equipment and devices; develop, control, and implement distribution system switching procedures; read and interpret schematics and blueprints; analyze electrical and electronic prints and schematics; read and interpret various diagrams, devices and computer generated data; work independently with limited direct supervision; and quickly, accurately, and effectively assess an emergency situation and take appropriate action.

ENVIRONMENTAL CONDITIONS: Constantly work outdoors, occasionally indoors. Frequently work around machinery, drive or operate vehicles/equipment. Occasional exposure to dust, fumes, smoke, gases, and odors, solvents, grease, or oil. Occasional exposure to excessive noises, chemicals, electrical energy and to slippery or uneven walking surfaces. Occasional use of computer. Rare exposure to flames/smoke, extreme temperatures and work at unprotected heights. Work both alone and with others. Incumbents must perform hazardous work under emergency and in all weather conditions.
